The head of the Tyumen police, despite the attention to the scandal of the Minister of Internal Affairs, threatens to deprive the posts of traffic cops rebelled against the bribery

The head of the Ministry of Internal Affairs in the Tyumen region, Major General Korneev adheres to strict principles: he does not pass his own and does not forgive his betrayal. The traitors for the general, which he publicly spoke more than once, was 148 traffic police officers who wrote an open letter to the President of Russia and the Minister of Internal Affairs about the prevailing system of requisitions and corruption in the regional police department in July last year (see “New” of July 31, 2013. - “We report!”).

No doubt their own for Korneev - the heads of the department and departments of the Ministry of Internal Affairs in the city of Tyumen, whom in this letter we were talking about. And also - about the criminal orders that were established in the Tyumen traffic police since it was headed by Sergey Besedin, appointed by the head of the city police, Vladimir Ryabenko (protege of Mikhail Korneev). All three were transferred to the Tyumen region from Rostov, where, as Depeisniki wrote, the collection of tribute by higher police officers from his subordinates is a common business.

Recall: the facts set forth in the letter were checked by the commission from representatives of federal structures - the Main Directorate of Own Safety, the Department of Safety of Road Traffic and the Department of State Service and personnel of the Ministry of Internal Affairs of the Russian Federation. Two weeks worked in Tyumen, the facts were confirmed.

So that the colonel does not lose heart, by the police Day, the head of the regional police issued an order to award his money prize in the amount of 110 thousand rubles (the maximum possible encouragement in the regional department of the Ministry of Internal Affairs) “For the implementation of particularly complex and important tasks, a competent organization of the work of units”. It is difficult to say whether Ryabenko received her: after all, in theory, when presenting the Korneev award, he was supposed to familiarize him with the order of the Minister of the Interior. Definitely December 30, the dismissed chief of the Ministry of Internal Affairs in Tyumen was not yet notified of his dismissal and was listed in the staff, since on this day the order was published signed by M. Kornev to remove the disciplinary sanction previously imposed on V. Ryabenko. The general imposed it on August 22, probably under the impression of the conclusions of the ministerial commission. In the next 4 months, the dismissed colonel, while on sick leave, made amends, judging by the orders, his guilt by the “conscientious performance of official duties and the competent organization of the work of subordinates”.

What a feat was committed by Ryabenko after taking the penalty. It is only known that the order “on personnel” of the regional Ministry of Internal Affairs was granted “the main vacation in the amount of 42 calendar days - from January 10 to February 20, 2014 inclusive, with a departure to Italy, Bulgaria, Turkey.”

Meanwhile, the investigation is completed in the case of the head of the Tyumen traffic police. According to our data, investigators managed to prove that he raised more than 9 million rubles from his subordinates. In the near future, Besedin will be transferred to court. At the same time, our informant reports, he did not lose the confidence of Korneev, although he was fired from the Ministry of Internal Affairs “due to the loss of trust”: a monthly pension of 16 thousand 976 rubles was assigned to the Besedin management leadership.

General Korneev is equally consistent in relation to the “traitors” who signed under the letter to the President of Russia. It is logical: if he was very good to the heads of the Office and his units, whose staff was almost vicious, then it is very bad to employees dissatisfied with this order of things. The general did not hide his attitude towards them even at a time when a ministry commission worked in the department, which confirmed them right. In the press, Korneev called the signatories "bribe takers." No one, in his opinion, took bribes to the Ministry of Internal Affairs, but they did it not by order of the authorities, but on their own initiative, and, having signed the appeal, exposed themselves.

According to our source and the Nashgorod.ru portal, the general has repeatedly stated at meetings: “Let's see how these bribe takers will pass.” Indeed, the situation is formed so that for the "rebellious traffic cops" it can turn into a sharp decrease in the posts. In particular, five commanders and deputies of company commanders who have served in the police for 10-15 years, despite excellent track records and characteristics, are still not certified. The terms of certification, for inexplicable reasons, were postponed three times: from November 11 to December, then - on January 16, then - for an indefinite period. Someday, probably, they will certify, but by that time their positions will be occupied, a source, trustworthy inspectors from newcomers believes, slipping 3-4 steps along the service ladder at once. The “trustworthy” is put forward by an increase by the head of the traffic police in the Tyumen region, Colonel Lotochkin and his deputy Likhanov. The other day, a commission completed the work in the regional police headquarters, which, at the request of local deputies, had completed the facts of “roofing” by the Igor Business Police in Tobolsk. According to our source, during the audit, the head of the commission, the chief inspector of the Ministry of Internal Affairs of the Russian Federation, Oleg Sorokin, became aware that the order of the Minister to dismiss the chief of the Tyumen police was ignored by the head of the regional administration.
