Until recently, every morning in an ordinary construction regiment, located in the suburbs, it began traditionally: the “Rota, rise!” Divinely shouted, the sleepy soldiers reluctantly dressed and wandered breakfast. A month ago, everything changed in the unit. Recruits and old -timers frantically jump up in underwear and stretch out in a string in front of the commander, nervously pacing along the barracks - he was here an infrequent guest. The officer meticulously considers each subordinate, as a slave owner - a living product. The cleanliness of the collar and the degree of brilliance on the boots is not interested in him. The main thing is that the recruits have no bruises, and the fists of the old -timers are not torn off about other people's jaws.
The Grandfather Combat Campaign, launched by the Ministry of Defense after the scandal in the Chelyabinsk tank school, where the old -timers were mutilated by the ordinary Andrei Sychev, looks like a real emergency. The Minister of Defense Sergei Ivanov is sprinkled with initiatives of varying degrees of sanity: from the elimination of imbathers and the return of the guardhole to the draft to the troops of the priests. Last week, Ivanov supplemented his anti -crisis complex - he forbade punishing officers who promptly report to the authorities about offenses in military units. Previously, the commander of the accused of unstable relationships automatically received disciplinary sanction for “omissions in educational work”: from reprimand to “incomplete official compliance”.
The military department expects that after the order of Ivanov, officers will cease to hide the facts of grandfature. “The only commander will have to prove that he took all measures in order to prevent the manifestations of hazing,” explains the essence of the order Viktor Ozerov, the head of the Federation Council Defense Committee. This is all in the future, but in the field the fight against hazing is already in full swing. They decided to start with simple compliance with the norms of the military charter. It turned out that it was very contributing, but the soldiers themselves believe that the officers will have enough enthusiasm for a while.
Speaking at the State Duma, Minister of Defense Sergei Ivanov announced that the disciplinary battalions would be eliminated, and the liberated supervisory officers will be sent to ordinary troops. This news pleased the old -timers most of all. Although the direction in the dysbat is not considered criminal punishment, the prospect of being in the correctional military unit scares the “grandfathers” not more than the probability of imprisonment. “I had a case,” says Pavel, who recently replaced the work of a military investigator with one of the district military prosecutors to private legal practice, “when one accused of legs was lying around, crying and asked me to help him get into the zone, and not in the dysbath.” A soldier convicted of mockery of his colleagues, in each disciplinary part, is collected in a special unit, called a “company of boxers” in jargon. It is they who are subjected to the greatest pressure from the overseeing officers: the guilty moves around the battalion only by running, they spend most of the time on the parade ground, engaged in "chagistics". “There is also everything according to the charter, a normal person will go crazy there right away,” said 19-year-old Private-Stebatovets Artem.
Another initiative of the highest military leadership is the creation of the Institute of "Educators". There will be two in each part of them. The roles in this duet are already distributed: the “evil” teacher will be a sergeant-contract or those very supervisors from the dysbath sentenced to disband, and the regimental priest will become “good”. The Orthodox clergy is already ready to feed the conscripts. According to the abbot Savva Molchanov, deputy chairman of the Synodal Department for Relations with the Armed Forces, for effective work in the troops, churchmen need to observe the “traditional proportion for the tsarist army”: one priest for 1,500–2000 people, that is, approximately one staffed regiment. In success, Savva’s father is sure: “The results of our work will be visible in a few months. On believers act through faith, on unbelievers - a conscience. ” Who will instruct the true conscripts of other faiths and religions on the path is still unclear.
Until now, ministers of the cult could occasionally, by agreement with the command, to appear in the territory of the military units only as guests. The idea of introducing in the army the post of regimental priest does not cause military delight. “Why are they needed? We have a prayer room, there are ten people from all over the regiment, ”said the 19-year-old private-builder Andrei, called up from the Ryazan region.
Professionals also agree with the conscript. “This will be only a useless states expansion that does not bring the country's defense capabilities,” Viktor Ozerov is sure.
The construction regiment, in which Andrei serves, is located in Khimki near Moscow a few meters from the ring road. This part enjoys notorious glory among parents of conscripts and military investigators: most of the recruits - with a criminal past. “Yes, we have plenty of former prisoners, or we sat for theft, or for the“ hooligan ”,” Andrei grinning. He remains to the demobilization for about two months. He assures that he hit the prestigious construction troops by chance. “I had to serve in the special forces in health, but the drunk to the military registration and enlistment office came, and they sent me here,” the ordinary builder who dreamed about the Airborne Forces regrets.
In his units, grandfathers defeated in less than a month. “After Sychev, the examinations are now every morning,” the soldier tells with the sigh of the sigh. According to Andrei, before the story with Sychev in his units, the officers did not conduct a morning inspection at all, and now they “simply mission”. “For each“ Fingal ”explanatory requires: who, how, where and with whom. According to the charter of the internal service, the company or his deputy must conduct a morning inspection of their subordinates every day, if they discover a bruise or wound, must necessarily find out the reason for their appearance. If the commander of the unit found that there are signs of a crime in the incident, then he must transfer the results of his own investigation to the military prosecutor's office. As a rule, there is a failure. “I do not remember that the commanders themselves informed the prosecutor’s office about cases of hazing, when there were no serious injuries. They simply send a soldier to the hospital, ”says former investigator Pavel. If the investigation still began, the commanders of the military units become almost the main opponents of the prosecutor's office, convincing the witnesses and the victim not to take the hut from the hut.
However, law enforcement officers also do not burn with the desire to take on excess work. “If there is no outright crime, but simply fingers are broken or ribs, then they are initiating to fulfill the plan,” Pavel assures. Everything is built on the sensations of the head of the prosecutor's office: if it seems to him that among the revealed cases there are not enough investigations in the grandfather, then the corresponding team is given, and the group of investigators in a short time begins several demonstration processes, says Pavel.
In practice, a victim of hazing can find a council for offenders only if it personally appears with a statement to the prosecutor's office. “But who will let him out of the part with bruises? There is only one way out, and not to the mother, but immediately to the prosecutor’s office, the lawyer will advise. “Parnya will be transferred to another part in any case.” According to the statistics of the main military prosecutor's office, only in 2005 about 5700 people were deserted, 2600 were convicted of absent -minded relations, and 1800 military personnel were assaulting.
Private are skeptical of the enthusiasm of officers, counting on the quickly ending of the next campaign. “If Sychev survives, then everything will be forgotten soon, and then they will leave us alone,” said Andrei Stroybatovets. By the way, the ordinary himself does not see in his grandfather nothing to worry about, like many of the old -timers. “We had no atrocities in the part of the atrocities, they just taught young people,” the soldier says reluctantly.
The army authorities are unprecedented by their energetic actions of the regiment commanders. “There is no campaign here, we do what is said in the charter,” says Colonel Vitaly Gusak, head of the press service of the Moscow Military District. However, according to the 19-year-old ordinary, the commanders began to honor the charter only a month ago. According to Andrei, in mid -February, an impressive delegation from the Ministry of Defense and the district leadership came to the regiment. As soon as the high authorities left the location of the unit, the commanders with double energy began to eradicate the hazardous relations. In this they are already helped by the soldiers themselves, who do not want to appear in a possible investigation as witnesses. “Now if someone decides to fight, it is better to separate it, it will become more expensive later,” Andrei complains.
The junior command staff believes that in any case, the commanders will unprofitably bring to the world the hazardous affairs. “The authorities will still evaluate military discipline by the number of offenses, so there is no point in frank,” says Colonel Vitaly Gusak. “Many officers simply shift to“ grandfathers ”to the care of discipline, why should they chop the bitch on which you are sitting,” explains the former military investigator Pavel.
The creation of the “military police”, which, according to Vladimir Putin, should “tighten control over compliance with the rule of law in the Armed Forces”, while postponed for an indefinite period. At least, Minister Sergei Ivanov last week said that he was ready to work on the concept of the new body “and a year, and if you need it and two”. Army police officers in many countries of the world support discipline in garrisons and investigate military crimes. But the main question for Russia is what they will obey.
According to Pavel Krasheninnikov, the heads of the Duma Committee on Legislation, deputies and the military have not yet come to a consensus on this subject. “It will be wrong and illogical if this structure is subordinate to the Ministry of Defense, because the punishing police sword will be directed against the military themselves,” the deputy announced last week. “And in general, the Ministry of Defense already has everything to restore order: only a tough policy of officers and compliance with the charter are needed,” Krasheninnikov is sure. Professional military, however, hopes that the problem will be solved by itself. Since 2008, according to the federal program of the reorganization of the army, conscripts will serve in the army not two, but one year. At the same time, conscripts of different appeals will serve in isolation from each other: the first six months - in the educational part, the remaining - in the regular troops.
