There are almost no opponents of false dissertations in the new composition of the highest certification commission

The other day, a new composition of the Higher Attestation Commission was published, approved by government order of May 22. Those who will enter the new composition of the highest instance in the system of scientific certification have been intrigue for six months, from the moment the new set was announced.

It was obvious to everyone - the “disserter” and the merchants of fake dissertations, and the Ministry of Education and Science - it was obvious that the previous composition of the Higher Attestation Commission served as a stamping officer of the expert councils, and they, in turn, stamped the decisions of the dissertation councils. The short period of the exception was 2016-the beginning of 2017, when the ratio of votes at the humanitarian session of the VAK Presidium, through which the main stream of cases of imprisonment of the academic degree is almost equal (between the rational and silent-correct parts of the presidium). After the unlawful “expulsion of mathematicians and biologists”, which was repeatedly told “new”, the ratio became stable - in favor of the silent majority voting according to the nod of the chairman and agreeing with everything that will be brought to the Presidium by expert councils that are infiltrated by disservists by 60–70% of their composition.

The main problem of the previous composition of the highest instance of the Higher Attestation Commission should be the absence of a normal examination - which ultimately led to the optimal conditions for smearing falsifiers. The pressure of the chairman who demanded to solve cases quickly and from hearing, members of the Higher Attestation Commission basically did not know how and did not want to confront.

A minute or two went to make decisions in the case of 150-200 pages. During this time it is impossible to even read these documents!

Therefore, members of the Higher Attestation Commission voted for bringing them expert councils on the plate. There is no electronic document management in the Higher Attestation Commission, it is impossible to get acquainted with the materials of the case in advance, and even the agenda becomes known in the best case two days before the meeting. So the VAK Presidium turned into a rubber stamp.

The very occurrence of any discussion became possible only if members of the Higher Attestation Commission in advance on their own initiative and on their channels got acquainted with those tricks that will deceive the next “expert” from the Expert Council. But even in this case, when the discussion managed to arouse, voting, as a rule, happened as the authorities should be. And there were very rare cases when the Higher Attestation Commission deprived the degree of falsifier, which was recommended to justify the expert council.

In the Chronicles of Dissernet, only one such thing is included - the deprivation of the degree of rector of the MSTU of civil aviation Boris Eliseev (and that happened only due to the fact that one of the VAK members “caught the hand” of the Filippov commission, trying to falsify the result of voting).

Justification of falsifiers of academic degrees, which were observed during the reign of Filippov since 2013, should be divided into three categories.

Firstly, these are justification political. Undoubtedly, in the case of ministers of Medinsky, Nikiforov, deputy chairman of the Armed Forces of the Russian Federation Sviridenko, Generals of the FSB Mukhitov and Scheblykin, Vyacheslav Konovalov (head of the Eleron NPO), the son of the Minister of Education of Tajikistan Saidov, a number of smaller characters are talking about such excuses. They were relatively few. The pressure that Filippov exerted on the members of the Presidium in these cases was explained, since he turned out to be a hostage to more terrible and high forces than some Ministry of Education and Science. Filippov in these cases went to everything, up to the forgery of voting on the Higher Attestation Commission (in the case of General Shcheblykin). As a hostage to him, you can forgive it.

The excuses were much more common in the interests of the dyscrivolum - “post -warranty service” of a fake dissertation. And here the behavior of the leadership of the previous composition of the Presidium of the Higher Attestation Commission could not but cause surprise, unlike political orders. (I am far from the idea that Filippov could associate commercial interests with dishes-of different flights of birds, unlike some of the settled leaders of the Higher Attestation Commission.) The destruction of dissertation factories and lifelong branding with a shame of both sellers and buyers could become a reason for the state award, a promotion, to a solemn report to the high superiors, and a grant for a grant for a grant for a grant for a grant useful.

It would be natural for the Presidium of the Higher Attestation Commission to become a supervisory authority, which would force negligent stampers from the Expert Council to remake the examination. However, the suppression of any discussion, the presumption of trust in the Expert Council and the telegraphic style of consideration of cases remained the norm throughout the entire period of the reign of Filippov.

Finally, the third and most funny type of excuses for plagiators in the Higher Attestation Commission is excuses “by naivety”. The dissociative falsifier brings the simple-minded members of the dissertation, the book published retroactively, and those, believing in its authenticity, justify the crook on the basis of the priority of authorship, which is based on the forgery. The option is more common with the fake of the report on the allegedly taking place of joint applied research developments (research). Council members can neither use the RSL catalog, nor send requests to the book chamber, nor contact the quotes (where the research is deposited), they have no idea how the ISBN number system works, and are discouraged by “newly discovered” authorship.

So, if, according to “political” dissertations, Filippov’s behavior can be explained, then it is not possible to explain the systematic game on the hands of the dishes and the non -critical reception of “naive” conclusions of lower instances without fortune -telling on the water. Why it was impossible to conduct a normal examination on “non -political” deprivations - a riddle.

Conformism of the previous composition of the Higher Attestation Commission was not one hundred percent. The Vakov "outrageous of peace" regularly moved the balance in the direction, unprofitable either for "political" or for the dyscrivodels. So, when considering the case of Medinsky, six members of the Higher Attestation Commission dared to go against the will of the authorities, voting for imprisonment. These are philologist Yevgeny Golovko, philosopher Maria Fedorova, historians Sergey Mironenko and Igor Danilevsky, economists Alexander Auzan and Alexander Muravyov.

After the rotation of these six, only Yevgeny Golovko remained.

In particular, the philosopher Abdusalam Huseynov (according to my information, his candidacy was not nominated), economist Alexei Kuznetsov were also bred from the non -conformist part of the HUMANSIA session of the Higher Attestation Commission; from the medical and biological session of the Higher Attestation Commission-biologists Sergey Bershitsky and Mikhail Gelfand; From the natural science - mathematician Natalya Novikova. The candidates of Bershitsky, Gelfand and Novikova were submitted to the new composition from the Russian Academy of Sciences.

And not only their candidates. The Russian Academy of Sciences on the recommendation of the Commission on Combating the Falsification of Scientific Research, led by mathematician Academician Viktor Vasiliev, filed 78 candidates for the Higher Attestation Commission, specialists in the most diverse fields of knowledge. Of these, only 6 were introduced into the Higher Attestation Commission: Philologists Nikolai Greenzer and Anna Dybo, Paleontologist Alexei Lopatin, doctor Alexei Maschan, Astronom Olga Silchenko and physicist Dmitry Gorbunov.

The humanitarian session of the Higher Attestation Commission was replenished with lawyers - representatives of law enforcement agencies.

Here is a professor from the University of the Prosecutor's Office, and a professor from the Research Institute of the Ministry of Internal Affairs, and even a scandalous former military prosecutor. Meanwhile, the famous professors of Moscow State University Vladimir Tomsinov, Dmitry Maleshin and the professor of HSE Oksana Oleinik, Mikhail Krasnov, Artem Karapetov, Professor Shaninki Dmitry rain, which were also recommended by RAS, did not enter the Higher Attestation Commission.

RAS recommended famous economists - Evgenia Gontmamer, Sergey Kadochnikov, Alexander Muravyev, Polina Kryuchkov from the Higher School of Economics, Kirill Borisova from the European University. All these candidates were rejected.

Lobibists of dissection structures have retained their places: Igor Maksimtsev, who inscribed in gold letters his name in the history of falsification of scientific degrees in Russia, the patroness of the Dobrenkovsky factory at Moscow State University Elena Vartanova and the dissertation heavyweight of the Habrieva waist.

What do the permutations mean?

• Firstly, they were carried out in violation of the norm about two periods in a row. Among the “super -workers” there are patrons of dissodelia, and conformists, and normal scientists - it does not matter. It is important that these 18 members of the Higher Attestation Commission delegitimize her activities. The most interesting thing is waiting for us is an endless series of complaints about the illegitimate composition of the Higher Attestation Commission with the illegitimate chairman, which in the future can lead to the abolition of all decisions on the award and deprivation of scientific degrees for the whole period. It is possible to predict the loss of formal trust in Russian academic degrees abroad.

• Secondly, the changes in the composition of the humanitarian session of the Higher Attestation Commission, apparently, will further strengthen the silently-conformist majority. This means that the quality of the examination in the presidium will still deteriorate, and it can simply be forgotten about it as a meaningless stamp.

With such a heritage, the Higher Attestation Commission will once leave (in 2022 or earlier) Filippov. With a crushed Presidium, the murdered examination, stamping of decisions of illiterate or corrupt dissection along the entire “certification vertical”, unstable from the Presidium with plagiarists, with the possible cancellation of all decisions adopted since June 2019. And instead, he could enter his name in textbooks as a reformer who headed the cleaning of the Augish stables.
