Objecting to Marx
Now, already forgotten Karl Marx, a century and a half ago, deduced a minted formula: “The bureaucracy has no private property, but the state is private property of the bureaucracy.” A group of citizens trying to solve their housing problem turned into her justice and relevance once again, trying to solve their housing problem. I already wrote about the problem of resettlement of dilapidated and emergency housing in the "Daily Journal." He wrote that at the All -Russian level, it is impossible to solve the problem. The number of people living in dilapidated and emergency housing is constantly growing, at the beginning of this year it reached 720 thousand people. At the same time, more than 155 billion rubles were allocated from the fund's funds for the setting goals. In the near future, the president promised to give another 126 billion. At the same time, officials frankly say that the real scale of the communal disaster is significantly larger.
He wrote that there is a way out. But for this, the authorities must stop fighting the desire of citizens to live for themselves, and direct their “selfishness” in the channel of state interests. The understanding that a citizen living in the territory entrusted to one or another boss is not only the object of administrative exercises, but also an equal subject, can greatly change the picture of the world.
In this situation, one thing is necessary: so that the authorities have a desire to convey to people living in dilapidated housing that they have a valuable material resource belonging to them, which can be used to solve their pressing problems - land under their house. Finding an investor, having land for construction, is much easier and cheaper than without it. But for this, officials need to abandon the desire to quietly wash their property from citizens. The Pushkin story mentioned by me in the first text has a sequel.
On April 30, at the next reception of the Governor of the Moscow Region for Old and Emergency Housing, which was led by Deputy Minister Igor Kokhany, a representative of the initiative group from Pushkino Elena Epova received completely discouraging attitudes and instructions. Kokhany, at the request to assist in accelerating the procedure for the formation of land under emergency houses, answered literally the following: “Having all the documents on the hands, you will bury in the impenetrable wall. And then you will not do anything. Into an impenetrable wall from the unwillingness of the city to build up this land plot. ” The only way, from the point of view of Mr. Kokhan, the way to solve the problem is to write letters to the prosecutor’s office and file lawsuits to court. The question of who, how and at the expense of what means will be executed by the court decisions, apparently, is not asked.
Only in May of this year, “light at the end of the tunnel” finally appeared: the mechanism of involvement and full participation of citizens proposed by the inhabitants of Pushkino in solving the problems of resettlement of dilapidated housing interested the Minister of Regional Development of Russia Igor Slyunyaev.
A working group was promptly created, which included the heads of key federal departments, members of the Moscow Regional Government and the Public Chamber, Moscow municipal deputies and representatives of the public. The first discussion, held on May 17, showed that this idea has the right to life and in some cases will help attract very serious extra -budgetary sources to solve the aggravating problem of dilapidation of housing.
For example, the Minister of Construction of the Moscow Region, Alexander Kogan, quite rightly noted that the minimum cadastral value of the emergency housing exempted during the demolition of emergency housing is about 1 billion rubles. And this is about 40% of the total amount of money that is planned in the budget of the Moscow Region for the purpose of resettlement of emergency housing this year.
According to the results of the meeting of the working group, they decided: to consider the Pushkin’s initiative in the most attentive way, conduct the necessary research, make a pilot project and, with positive results, spread this experience as an effective social technology.
As an expert in the field of economics of land and property complexes, this technology has every chance of success. However, in addition to interest in the decision of the federal minister and the governor, it is necessary to bring the middle link to the “feeling” in the regional government and at the level of municipal officials. We are waiting for from you, citizens, information to the Public Chamber of the Moscow Region. And if we fall over the whole world, we will definitely succeed.
In any case, the inhabitants of the Moscow Region will be able to dignively object to the great German thinker and philosopher Karl Marx and force the power to fulfill their immediate functions.
