The head of the Investigative Committee, Alexander Bastrykin, said that migrants must undergo mandatory fingerprinting and genomic registration. Genomic registration means the submission of biological material and the individual information it contains about certain fragments of human DNA. These, according to Bastrykin, should be measures for a full accounting of migrants, which is necessary “to solve problems in this area.” According to him, quoted by RIA Novosti, it is necessary to adopt a special government program for the full registration of migrants.

Bastrykin believes that “migrant crime” is “one of the factors that in most cases plays into the hands of various kinds of “inciters of national hatred.”

As Gazeta.Ru recalls, Bastrykin previously proposed mandatory fingerprinting of all residents of the North Caucasus. And it was Bastrykin who proposed last year to create a universal fingerprint and genomic database. On February 17, he announced that almost 35 million Russians, that is, about a quarter of the country's citizens, had already voluntarily submitted their fingerprints.
