Members of the Public Chamber want to expand their rights—there is no talk of obtaining deputy status yet, but they clearly really want to control the State Duma in the Public Chamber. They intend to gain the right to speak at plenary sessions of the Duma along with elected deputies (for now, members of the OP are invited only to discuss bills in relevant committees), and also oblige the lower house to send all bills to the OP for examination (and not some, as now) and take into account all comments. Obviously, deputies will be dissatisfied with such an innovation, although now, as we know, little depends on them.
Overall the situation is quite funny. Apparently, formally in this way they want to implement the idea of ​​“civil society”, which should be controlled by the state. In reality, it turns out to be an absurdist tragicomedy: when an absolutely “tame” Public Chamber, designed only to simulate civil society, wants to control a “pocket” parliament, strainingly symbolizing Russian democracy. In fact, everyone understands perfectly well who and how has long been successfully controlling both. Therefore, current initiatives look like traditional fuss at the feet of the authorities.
