The police consider himself the right, without introducing no requirements, to grab and drag anyone who “expresses their attitude to socially significant events” (this is the standard formulation of hundreds of cop reports, protocols on the detention and court decisions) only by the physical presence of their body at the venue for the “unauthorized public event”. The authorities are so interpreted by the law. Not from a good life. If they begin to interpret the law at least a little humanly, they will practically have no opportunity to suppress inconsistent shares. And they are really afraid of this.
The authorities are not afraid of the assault on state institutions, broken windows and set on fire. Our society has long proved its ability to refrain from such forms of protest. They are afraid of the "information effect". They are afraid that, without receiving satisfactory answers to the notifications submitted, they will simply stop asking permission. They are afraid that they will cease to be afraid.
What can contrast this society? To make exactly what the authorities are most afraid of. Stop afraid. Stop the dumb lamentations of the inadmissibility of "substitute people under the batons." Detention, cuffs, monkeys, administrative courts are everyday life of a long and tedious struggle of civil society for their rights. And he will have a chance of success in this struggle only when ordinary citizens learn to relate to this as a routine, albeit unpleasant, to show determination to voluntarily and consciously "substitute for batons."
This is exactly what is happening. Professional polyactivists, for whom constant detentions have long become part of the lifestyle, in St. Petersburg from the strength of a hundred. The rest of the detainees are ordinary citizens who are by no means living "revolutionary activities." There is never so much work for the “Service of Assistance Services”, collecting information and delivering information on monkeys. But she copes with this work. Because new people connected to her. And the authorities have nothing to oppose to society, except for the routine technology of dispersal of "unauthorized shares". The inadequate bastard of all kinds of special forces is nothing more than intimidation. In any case, the authorities have to expel inconsistent rallies to spend incomparably great efforts than society to conduct them. And carry incomparably large costs. That is why the authorities began to distribute very vague promises of changes. And only from the ability of society to continue systematic pressure on power, combining authorized protests with unauthorized ones, will it depend on whether it will be possible to turn deceitful maneuvers of the regime into the beginning of real concessions.
