The referents of Vladimir Putin who worked on the article “Russia: National Question” signed by him did not show due diligence. Already in the first comments it was noted that the third of the Putin text is a retelling of the “Project development project in the Russian Federation”, which was prepared in 2010 by the Ministry of Education on the basis of the “Concept of Spiritual and Moral Development and Education of the Personality of a Citizen of Russia” (this concept was published in 2009 in the form of a book written by three academicians, Alexander Danilyuk and Valerius Tishkov). At the same time, Putin and the speakers did not comprehend that in the project the word "polycultural" is a synonym for the word "multicultural". And it turned out that, having habitually branding the West for the inefficiency of the policy of multiculturalism, Putin immediately reproachfully responded about the multicultural (multicultural) program for the development of education.

If we take specific Putin's proposals to resolve the national question in Russia, then they cause only bewilderment. The idea to create a library of a hundred books that graduates of Russian schools will have to read to educate them tolerance and national identity is not bad in itself. True, it is borrowed by the Americans somewhat peculiar. Those practiced a recommendatory list of books for university graduates - but we are invited to introduce it for school graduates. The difference is fundamental. Students are already reading, one might say, scientific literature, and it is simply stupid to demand reading such literature from the student.

So in the end, the whole thing will be reduced to the works of Pushkin, Lermontov and other Russian classics, as well as to the judicial-patriotic, but with amendment to the "polyculture", the works of modern authors. It is not difficult to imagine the quality of such literature if you recall the films made according to the state order, for example, "1612" or "Burnt by the Sun-2". And taking into account the fact that schoolchildren read less and less, more and more immersed on the Internet, it is not clear how to encourage their selected library to read. The main thing, reading 100 or 200 of good books in itself does not yet guarantee the education of tolerance - especially against the backdrop of the behavior of the first persons of the state, seeking to find "wrong" ethnic roots from their opponents.

Putin directly contrasts as the good and evil of the USSR and the new national states that formed in its place. And he refers to Dostoevsky, calling for "universal responsiveness" to fasten Russian Armenians, Russian Azerbaijanis, Russian Germans. The Germans here look especially touching, taking into account the fact that in 1937-1941 the Soviet power destroyed a significant part of the German population, and the survivors drove into exile and camps. As for the Armenians and Azerbaijanis, the many years of confrontation between the two peoples in the Karabakh conflict clearly demonstrates the degree of "worldwide responsiveness", achieved over more than 150 years of joint stay in the Russian Empire, and then the Soviet Union.

Vladimir Putin correctly writes: “It is impossible to allow us to have closed, separate national enclaves, in which not laws often act, but of all kinds of“ concepts. ”But how is he going to do with his friend Ramzan Kadyrov? After all, it is not a secret that Chechnya has long become an enclave, where Russian laws do not apply.

Putin sees the path to solving national problems in the creation of a structure that is responsible for the issues of national development, interethnic well -being, and the interaction of ethnic groups. Well, the Goskomnets in modern Russia was already under various names, only he did not affect the state of national problems. I remember that the local officials did not even take bribes for the simple reason that no one gave - they disposed of such meager financial flows. Of course, you can again be allocated from the Ministry of Regional Development the Ministry or the Committee on National Policy, but the result will probably be the same as in the 90s, the state does not have a meaningful national policy.

Putin suggests forcing migrants to take an exam in the Russian language, culture and law. Such requirements in other countries are presented, and not always, only to foreigners who are going to obtain citizenship or, in any case, remain permanent residence. They mainly go to Russia for a more or less short time. To learn visitors to the Russian language, you need time and money. And coercion will only be given by another source of bribes for the ranks of the FMS and the Ministry of Internal Affairs, since it will immediately make millions of migrants illegally. Meanwhile, some Far Eastern regions are already critically dependent on Chinese labor in the field of agriculture and trade.

Putin also wants to introduce criminal liability for violation of migration rules and tighten the rules of registration for internal migrants, while "without infringing on the constitutional rights of citizens to choose a place of residence." However, the registration itself is absolutely unconstitutional, since it is essentially an old and unkind Soviet residence permit, only differently named. And the task is to tighten the requirements for registration without violating the right to free selection of a place of residence, akin to the assignment to the regions, to hold the elections honestly, but so that Putin will win already in the first round.

Putin actually does not share international and domestic migration. In this, he does not differ from our poorly educated fellow citizens who do not see the difference between foreigners - immigrants from the South Caucasus and their compatriots from the republics of the North Caucasus (many are even worse to the latter than Georgians, Armenians and Azerbaijanis). The "National Leader" claims that he managed to repay the centers of the Civil War in the North Caucasus. But in fact, the civil war in the North Caucasus continues, now in the form of partisan actions: almost every day, law enforcement officers and military personnel die there.

In fact, the Gorsky North Caucasus has always been the internal colony of the Russian Empire and the Soviet Union. Immediately after the collapse of the USSR, some Russian politicians proposed to allow the separation of the North Caucasian republics. However, such a way is unacceptable for Putin, who began to build his political career in the fight against North Caucasian separatism. And how to solve the North Caucasus and other national problems of Russia, he simply does not know what all the measures offered to him testify.
