Participants in the action began to gather by 9 o’clock in the morning. “At this time, the deputies come to work. I propose to surround the Duma from all sides. More than 900 people announced the intention to take part in the action on the event page on Facebook. "Deputies, do you really not understand that the effect of all this will be zero and not the Americans will suffer, on whom anger is brought down because of our thieves and crooks, but our children will suffer," wrote one of them, a former orphanage.
On Monday, the State Duma was amended by the ban on the adoption of Russian children by US citizens and terminating the effect of a bilateral agreement in this area. A document prepared by a member of the United Russia faction Ekaterina Lakhova and a deputy from the LDPR Elena Afanasyeva also prohibits the activities of organizations in Russia that provide assistance to US citizens in the process of adoption. The State Duma Committee on Constitutional Law and State Building has already supported the amendment. In case of adoption, it may begin to operate since January 2013.
This provision for the second reading can be submitted to the bill, which the State Duma will accept in response to the "Law of Magnitsky". In addition, the document may be a ban on political activities of NGOs funded from the United States.
In July of this year, the Duma ratified the Russian-American agreement on adoption. According to the document that has entered into force on November, the adoptive parents must undergo compulsory psychological testing, and the adoption procedure can only be carried out through accredited agencies. The American side is responsible for compliance with these conditions.
The cooperation between Russia and the United States in the field of adoption was at risk after the scandal in April 2010, when the foster-American mother returned to Russia on an airplane with a “refusal” with a note of a seven-year-old boy. The Presidential Commissioner for President President, Pavel Astakhov, said then that it was necessary to suspend the procedure for adopting Russian children by foreigners before signing agreements with other countries that would allow the Russian side to control the fate of children.
Since 1991, the Americans adopted about 100 thousand Russian children. Over the past five years, the number of Russian children who have fallen into a foreign family has decreased by almost a quarter, and the number of adoption by US citizens is more than 2 times. If in 2007, about 2 thousand went out of 4.5 thousand children adopted by foreigners in the United States, then last year the Americans adopted 965 children.
