
Along with the problem of the outflow of capital in Russia, the problem of outflow of labor arose. This was stated by Deputy Prime Minister Olga Golodets in an interview with RBC. She tied the outflow of personnel with a decrease in the income of the population.
“Moreover, the most qualified people leave the country, they are replaced by low -qualification migrants,” the Deputy Prime Minister emphasized. According to her, we are talking about "information workers, youth with good training in the field of biotechnologies, graduates who have training in the field of culture."
“Therefore, we must raise the question not only about the outflow of capital, but also about the outflow of personnel and create a system attractive for investment and to preserve working hands. This is the number one task for the country,” said Golodets.
The Deputy Prime Minister believes that indexing social expenses is the only way to overcome a difficult situation in the economy today. It is necessary to support consumption, said Golodets.

In January 2015, according to the updated data of Rosstat, they were reduced in annual calculus by 0.7 percent, in February and March - 1.6, in April - by 3.9 percent. In general, according to the results of the first five months of 2015, the incomes of the population decreased by 3 percent, while for the whole of 2014 - by 0.7 percent. Such a fall in income has not been observed for more than five years.
