Voting to amend the city charter in order to bring the document into compliance with the system of “electing” a candidate proposed by the president took place three times - and failed three times. The amendments were not adopted during a roll call vote. The deputies were not even convinced by the threat of dissolving the Legislative Assembly if the amendments were refused.
