Here, in the basement of a 15-storey administrative building, they equipped a sauna with a rest room and a small pool, calling this hot point of the planet a health complex.

Saunas for officials are not built secretly - they are openly laid in the project of administrative buildings. And not only in the capital of the republic, but also in district centers.

In the village of Kugesi, the district leadership took up improvement and decided to start with itself. In this district center, where they could not complete the kindergarten in any way, where the old treatment facilities could not cope with sewage sewers, decided to build not something, but a new building for 113 million rubles for the local administration. However, when the electronic edition of Pravda PFU unveiled this venture and published a sketch of the future palace, popular indignation arose, and they did not dare to deploy the construction. She remained only on paper, which no one bothers us to deploy.

We will see a list of 61 rooms where, under numbers 20, 21 and 22, there are a rest room, showers with a bathroom and a steam room.

Note that the premises so necessary in the leading work adjoined the list to number 19, under which the reception room was listed. According to the plan, apparently, it was important who the district chapter would accept. Someone from the reception room should be invited to the office, and someone-immediately to the steam room.

Yes, it is more confident in the life of separate washing. Not in the sense of a man separately from women, but in the sense of the authorities separately from the people. Of course, no one asks noble officials to wash with the people. Only here is also a separate payment. The people usually wash at their own expense, and the authorities strive - for the budget.

The budget is black

The same “Pravda PFO” actually deprived of the pleasure of officials from the republican house of the government, from which we began a bath narrative. Her publication of 2014 was clinging to the reputation of the leadership of the republic as a bath sheet.

“A special purpose object is being built in the Government House,” the publication said. “We are talking about a bath and entertainment complex, intended for the rest and relaxation of representatives of the highest power ... This super-souns is built bypassing all existing norms and rules ... from this temple of purity and hygiene in miles, corruption blows.”

It is clear that a scandal arose. The prosecutor's office of Chuvashia conducted an audit, and its conclusion was harsh: "The placement of built -in saunas in the basements, as well as under the rooms and adjacent to them, in which more than 100 people are located, is not allowed."

Here! How many times it was said that the bureaucratic apparatus must be reduced!

The number of functionaries in the government of the government to 99 would be reduced in time, the sauna would be quite legal.

But what about the multimillion -dollar costs of it? As it turns out from the same audit, the government bathhouse was equipped. One of the units of the Ministry of Construction of Chuvashia - the Office of Capital Construction - built this special purpose object "at the expense of credit funds attracted in the Chuvash branch of the Sberbank of Russia."

How to pay for a bath loan? With this, as it is customary to say, you can not steam. The Cabinet of Ministers of Chuvashia did not steam: at the same time, in 2014, the authorities prepared a draft decree on reimbursement of costs from the budget of the republic.

Once again, we will distract from the bathhouse in the government of the government and see if it is easy to find money in Chuvashia for ordinary communal baths. In the archive of Novaya Gazeta, an extensive material was accumulated regarding the history of the bath in the village of Bolshaya Sundir of the Morgausky district. At that time, when a construction was unfolding in Cheboksary in the basement of a government building, this large village was left without a communal bath. First, the bathhouse needed to be repaired was closed for several months, and in May 2012 - for good. The building was transferred from the balance sheet of the rural settlement and back. No one had money for repairs. They tried to rent a bathhouse for a private trader - they got confused in the documents. They tried to put up for sale, it turned out that it was illegal, since the bath is a socially significant object.

Years passed. There were several publications about the village bath in the district newspaper and in the republican “Soviet Chuvashia”. At meetings with the authorities of different levels, people asked questions. The head of the Chuvashia Mikhail Ignatiev, and he did not escape the issue and demonstrated awareness in the problems of the village. “The production of the overhaul of the entire building and the replacement of equipment were inappropriate,” he explained the situation at a meeting with the Communist Party of the Communist Party. “This would have entailed the costs significant for the local budget.”

At the same time, Mikhail Vasilievich added that a small number of citizens use the bath in Bolshoi Sundir, so there is nothing, they say, and spend it on it. Maybe, indeed, someone has their own baths and unwashed inhabitants in the village not so many. But is there really more unwashed officials in the government of the government and the need for a bathhouse is much sharper here?

The epic with that village bath nevertheless ended well. The municipal authorities transferred the ownership of a certain private owner a land plot with a purpose: construction and maintenance of a bath. The bath is recently built, served, and there are no complaints. And how many years did all this take? More than five. Such a plot for a small budget.

As for the sauna in the government of the government, here, we recall, there were no difficulties with the budget, and the republican reserves decided to use, speaking the language of the bath fans, in black.

But the prosecutor's office noted that the loan taken to the “wellness complex” intends to reimburse the next year from the budget, and gently invited the head of the republic to “take measures to prevent”.

The prosecutor’s office did not insist on taking any other measures in a letter in a letter addressed to Mikhail Ignatiev.

The foreman on the galleys

It was still impossible to do without any measures. Deputy requests went, the indignant Internet boiled. They did not begin to improve themselves in the complex. The head of the republic was forced to make excuses and stated that he did not order any sauna and did not know about it.

And in fact, the government house was designed and built before Ignatiev, when the republic was led by a prominent Russian figure Nikolai Fedorov (before that worked as the Minister of Justice of the Russian Federation, after that - the Minister of Agriculture of the Russian Federation, and now being the first deputy chairman of the Federation Council). However, the sauna with the pool, laid down in the project under Fedorov, was equipped in the building accepted and already populated by the officials just under Ignatiev. And how did he not notice it?

Two criminal cases arose. One thing is in relation to the former deputy director of the capital construction department of the Ministry of Construction of the Republic of Boris Portnov, who at the facility was a kind of foreman. And the second - in relation to the "unidentified person", which gave him orders: what to build here and with what a scale.

What is this face that can behave in a businesslike house in the Government House? It seems that it was in a mask, since it remained unidentified.

In court, Portnov directly said that the construction was ordered by the Government of Chuvashia and controlled by the administration of the head of the republic. And he called three specific surnames. One of the named officials, the then deputy head of the administration, Sergei Vyazovsky, tried to be prosecuted, but the Leninsky District Court of Cheboksar recently acquired him. And it turns out that Boris Portnov acted alone.

... With a certain criminal intent, he hypnotized the guard, brought building materials to the Government House, as well as furniture, refrigerators and other equipment for a rich vacation and built a “health complex” to his taste, which accidentally coincided with the taste of the hosts of the house.

And it also turns out that he also arbitrarily disposed of budget funds and inflicted the gullible republic with precisely calculated damage of 7 million 624 thousand 597 rubles 86 kopecks.

The investigation was conducted by the Investigative Department of the FSB Office for Chuvashia. The verdict of the Moscow District Court of Cheboksar was not too tough: Boris Portnov was a fine of 150 thousand rubles, but then he was amnestied and removed a criminal record. However, Boris Petrovich did not express any gratitude to justice. On the contrary, he said that he had not been guilty of anything, but only performed a technical task, and that he would continue to fight for his rights.

But after the completion of the criminal case, the Ministry of Justice and Property Relations of Chuvashia unexpectedly decided to compete with Portnov. They thought, thought and rolled out a lawsuit of 7.6 million rubles. Someone must compensate for the damage caused to the budget during the construction of the bath complex. And who, except Portnov? They tried him one, even if he pays. And at the end of November last year, a new process took place, now a civilian, and the Moscow District Court of Cheboksary satisfied this claim.

- What is my fault? It was an ordinary object for me, ”said Portnov Novaya Gazeta. - There is a contractor, and my business is accompanying work. I knew that there are baths in different institutions. In the Novocheboksary City Court, for example. Not surprising. And here I had drawings and estimates - everything was approved, everything is calculated. All project participants are republican services.

Portnov emphasizes the attention of these services to the object. The project was adjusted twice-after all, new finishing materials appeared, and not to import something outdated into the government’s house.

- Is it possible to attract the head of the administration of the head of the republic? - Comments the situation by Portnova’s lawyer Galina Vronskaya. - And how to attract heads of departments who signed documents and sent budget flows? It is easier to find a switchman. And they found him. Even the fact that in 2014 Boris Petrovich from the UKS did not take into account, and budget money for the bathhouse continued to arrive in his absence.

Money really arrived until December 2015. And it is clear that Portnov had nothing to do with them.

Vronskaya’s lawyer explains why Portnov was chosen for the role of the perpetrator:

- When the media began to publicize the construction of this crazy chic complex, Boris Petrovich provided them with all the information, including a sketch plan and photography. It turns out that he betrayed the interests of the ruling elite, and now, no matter what flaws we find in the materials of criminal and civil cases, he obviously remains extreme and guilty.

Boris Portnov is not going to pay seven and a half million. In the coming days, the Supreme Court of the Chuvash Republic in the coming days will be considered. In a beautiful not so long ago, this respected institution is located. And how, interestingly, things are going with a sauna and a pool? Is it really worse than in the Government House? Let's look into the technical passport of this property. Everything is like people: in the list of premises at number 16 - a pool (47.1 sq. M), and under number 17 - a sauna (11.4 sq. M) .
