In St. Petersburg, on charges of fraud, the head of the regional department of Rostekhnadzor Grigory Slabikov was arrested. The police searched his apartment, a country house, the housing of his relatives, mainly to her daughter, and found packs of bills, a collection of watches and jewelry for a billion rubles. Documents for expensive real estate were seized. In total, an official and a group of a dozen people charges theft of almost five billion. The investigation is considered to be an intermediary in corruption transactions, she is his daughter Elena, she was arrested after her father.

The head of the North-Western Directorate of the Federal Service of Environmental, Technological and Atomic Supervision (Rostekhnadzor) Grigory Slabikov and his daughter Elena became defendants in a criminal case, instituted a year ago. It is about the loss of 4.76 billion rubles from the compensation funds of three self-regulatory organizations (SRO)-“Standard Project”, “Standard Subordination” and “Construction Resource”.

SRO is non -profit associations of companies, in history with an official of Rostekhnadzor - construction, which, in particular, pay membership dues to the Union and create general funds to compensate for possible damage. Of the three mentioned SROs, two were created in late July and early August 2011, as the place of registration, according to the SPARK, they indicate the same address in St. Petersburg. The third is registered a year before them in the Leningrad region. And a year earlier, Slabikov headed the Rostekhnadzor Office in the North-West.

Hundreds of construction companies included in three SROs fulfilled financial obligations, the contributions paid regularly, for which they received all the necessary permits and licenses. But in 2016 it turned out that the funds are empty. According to investigators, they transferred money to the Nord-Vest Capital management company, from there to a certain “one-day”, and then abroad.

In total, 4.76 billion rubles were so disappeared. The organizers of the scam, as Kommersant writes, also managed to “led” after the money, and the investigation now works with the performers.

Grigory Slabikov has not yet been attributed to the initiators of theft. He allegedly only "contributed to unlawful actions aimed at theft." In particular, he could help to include the right SRO in the register and help them avoid checks. For “patronage” he regularly received a million rubles through intermediaries, one of whom the investigation is considered by his daughter Elena.

Grigory Slabikov is 57 years old, according to first education, he is an engineer-hydraulic engineer. He began his career in 1992 with work in the City Hall of St. Petersburg, in the Committee of Property Relations (we recall that one of the “neighboring” committees, according to external relations, was then headed by future President Putin). In 1994, Slabikov transferred to the post of head of the Federal Inserty (Bankruptcy) Office in St. Petersburg, then headed the North-Western body. In 1999, he transferred to the Federal property of the Leningrad region, and a year later he was again raised to the level of the North -Western Federal District. Then he received a second higher education - legal, graduated from the Academy of Civil Service under the President of the Russian Federation. In 2006, Slabikov left the property administration and became the head of the Neva-Ladoga Basin Water Administration of the Federal Air Force Agency. And finally, in 2009, he headed the northwest Rostekhnadzor.

At different times, he was a member of the councils of the directors of the North Verf plants, the Pikalevsky clay, the Leningradslav, Vodtranspribor plant, the Luzhsky Plant Belkozin, and the Central Air Communication Agency.

Elena Slabikova is an athlete: since 2011, he heads the water-skiing federation of St. Petersburg. And businesswoman: In her name, according to SPARK, 6 commercial companies were registered. Two of them - the restaurant "Mint" and the security company "Draugs" - ceased to exist. The rest continued to work in 2016, according to SPARK, they brought a profit of five million rubles of profit. Slabikova had to account from 60 to 70 percent of this amount.

As for her father, in the income declaration, he indicates earnings of 1.5 million rubles a year, a motorcycle and a hydraulic cycle. His wife's income is 2.5 million. An elite apartment on Krestovsky Island and a country house where searches took place do not belong to Slabikov. And 33 million rubles and 500 thousand euros were seized from him in sealed envelopes and in the form of packs of bills.

The money was taken out with bags. In the same place, in the apartment, they found the keys to bank cells, where a collection of 40 wrist hours and jewelry were stored. Dragmetals and stones were measured by weight - kilograms.

The court authorized the arrest of Grigory Slabikov on May 12. And the defense did not dispute this. As the new "lawyer Alexei Belkin told, this was the decision of his principal. In general, Slabikov’s attitude to what is happening, his defender conveyed the words “the investigation will understand”.

The functions of the Federal Service for Environmental, Technological and Sanitary Supervision are determined so that this department is called among bribery leaders. His powers include permits or prohibitions of almost everything and all: the work of factories, factories, construction and cellular companies. Rostekhnadzor permits or does not allow the commissioning of shopping centers. It should be noted that after a fire in the Kemerovo “Winter Cherry”, the department immediately initiated checks of all shopping centers - and will draw conclusions to whom to continue to trade and to whom to close.

Rostekhnadzor decides how safe the working conditions of workers created at the enterprise are. What height should be a pipe, what is the width of the elevator, what diameter is the hatch. Is the garbage cord is enough. Is it safe to produce oil in a specific place. Can a power plant work. Whether it is allowed to connect a residential building to communal networks - water supply, electricity, sewage. And in general - is it possible to live in a built house. And even wider: can this or that company, in principle, build houses. And how much time she will take to get permissions for all this.

In the former composition of the government, Rostekhnadzor was supervised by Deputy Prime Minister Alexander Khloponin. He, apparently, will not get into the new office in any capacity, he generally “disappeared from the radar” for a long time, the press was silent about him.

Now the main and for all permits for pipes, hatches and holes in the walls should be the new Deputy Prime Minister Vitaly Mutko.

Grigory Slabikov is not the first official of the department who had problems. In April this year, on charges of bribing and extortion, the head of the Nizhne-Volga Directorate of the Rostekhnadzor Igor Isaev was arrested. And at the end of last year, he fell under the investigation in the case of a bribe of the deputy head of the North Ural Office Revaz Porfir. Even earlier, the ex-head of the West-Ural administration, Alexander Kondalov, disappeared from the prosecution of abuse of authority.
