The report of the European Union Commission on the War of Russia and Georgia could become a triumph of sanity. Its authors accurately placed emphasis, it is difficult to blame them for bias, they noticed what the West did not want to notice in the early days of the war and what they did not want to notice in Russia to this day. But no celebration of sanity happened.
In Moscow, they preferred to perceive the report as a large diplomatic victory of Russia - primarily because the authors of the report assigned the responsibility for the beginning of the war on Tbilisi. Mikhail Saakashvili announced a report by a great diplomatic victory of Georgia - because the report refers to Russian provocations, and excessive use of force, and the inconsistency of the recognition of the independence of Abkhazia and South Ossetia by international law. But in Moscow and Tbilisi they cannot understand the most important thing - the European Union did not look for winners. Because they are not in the Russian-Georgian conflict. This is the conflict of the losers.
Russia can believe in its own victories in the Caucasus for a long time. But, recognizing the independence of Abkhazia and South Ossetia, she found herself in a real diplomatic impasse. Until now, only two Latin American states have been solidarized with the Russian position, the opinion of the governments of which could change with the change of regimes - as has already happened with the recognition of the Chinese Republic in Taiwan. The restoration of South Ossetia has become a real illustration of corruption and the power system of this republic, and trying to oversee the spending of the money of Russian structures. But most importantly, it is completely unclear what is the prospect of further existence of territories in a limbo.
Before the war, there was the possibility of a negotiation process with Georgia - if not during the presidency of Mikhail Saakashvili, then in any case, after the inevitable departure of the Georgian leader from a big policy. But now there is no such opportunity. However, this is not only the loss of Ossetia, Abkhazia and Russia - this is the loss of Georgia. The actual boundaries of the country after the war have decided on clarity that can be ignored, but one cannot but recognize. And the possibilities for reuniting the territory - without a cardinal change in approaches in Tbilisi, and in Moscow, and Tskhinvali, and in Sukhumi, simply does not exist. So, there is no possibility to stabilize the situation in the Caucasus as a whole. The stable development of the region is replaced by a cynical policy on which huge lads are earned. And now, already in the Russian budget, which are neighboring Russian republics with the Abkhazia and Ossetia, realizing that money allocated to maintain the existence of the republics could go to the Russian Caucasus - with its growing unemployment, radicalization of public moods, with death on duty around the corner.
How can one in this situation - practically hopeless, threatening to turn into a short -acting mine for the Russian statehood itself - boast of some victories? And from where this endless irresponsibility of the losers in Moscow and Tbilisi, their stubborn reluctance to see that the situation was brought to the point of absurdity, to the dead end by the joint efforts of the opposing sides. And behind all this - suffering, murders, destroyed houses, mutilated fates, lost prospects. This is what the report of the European Union commission says.
