Deputies of the State Council of Tatarstan voted for teaching the Tatar language as a state in schools of the republic two hours a week on a voluntary basis. This was reported by TASS.
"The Ministry of Education of the Russian Federation, taking into account the proposals of the leadership of Tatarstan, has developed a variant of the curriculum where the possibility of studying the state languages of the republics throughout the country voluntarily on the basis of the written consent of parents within 2 hours a week has been specified," said the prosecutor of the Republic of Nafikov at a meeting of the State Council of Tatarstan.
Nafikov also said that the prosecutor's office had an audit of all 1412 educational institutions of the republic. Violations were identified, in particular, a decrease in the volume of teaching of the Russian language provided for by federal state educational standards was noted. “From the trusted schools, he met the requirements for only 24 schools,” the prosecutor said. According to Nafikov, a "violation of rights and freedoms to voluntary study of native languages and the state language was also revealed with imposing illegal final tests that influenced both the transfer of the certificate in grade 10 and the average ball of the certificate." According to the prosecutor in all schools, except for one, measures to eliminate violations of the law have already been taken.
"A general understanding has been found with colleagues from the Federal Ministry of Education and Science. Now there is a lot of work to accept curriculum in schools with the inclusion of the state Tatar language in the amount of two hours," said the speaker of the Parliament of Tatarstan Farid Mukhametshin. According to him, in the future, it is necessary to implement a set of measures, including changes to the work programs in the Tatar language, updating educational literature, methodological documents, and improvement and retraining of personnel.
The chairman of Milli Shura (National Council) Vasil Shaykhraziev promised that at an expanded meeting of the Executive Committee of the World Congress, the Tatars would raise the issue of teaching and learning the language. “Good or bad, like it or does not like this solution - it is. Now we need to rely on it, to continue our work,” said Shaykhraziev.
"Selling a place in a landfill of history !!! Shame !!!" - commented on the decision of the deputies of the Tatar National activist, writer Fausia Bayramova.
On November 3, the Minister of Education of Tataria Engel Fattakhov signed methodological recommendations, which provide for a mandatory study of the Tatar language in schools. In the document, the subject "native language and native literature" was divided into two parts: the "native language and native literature" and "Tatar language (state language of the Republic of Tatarstan)". The explanatory note to the recommendations said that as the state language of the Tatar language is obligatory to study from 1st to 9th grades, and as a native-optional.
On November 5, the Tataria prosecutor’s office called the “republican Ministry of Education and Science” not relevant to the federal legislation . The supervisory department said that the Prime Minister of Tataria Alexei Pesoshin would be submitted with the demand to immediately withdraw the adopted document, and officials who "committed the identified violations of the legislation" to disciplinary liability.
On November 8, at the hearings in the State Council of the Republic, the President of Tatarstan Rustam Minnikhanov supported the mandatory teaching of the Tatar language and in the schools of the republic. He assured that not a single Tatar language teacher will be fired.
In his speech, Fattakhov actually repeated the provisions of the methodological recommendations signed by him. He called the decision “compromise”, explaining that it would simultaneously allow, firstly, to bring the amount of studying the Russian language to the recommended by Moscow, and secondly, to ensure, at the request of the parents, the study of their native language, and thirdly, to maintain a mandatory study of the Tatar, albeit in smaller volumes.
In recent days, Fattakhov noted, the leadership of Tataria discussed this option with the administration of the President of Russia. In addition, according to the official, the head of the Russian Ministry of Education and Science Olga Vasilieva has already expressed its readiness to support such a decision. Further hearings were postponed until the completion of all conciliation procedures with Moscow.
However, on November 15, RBC said that the Kremlin does not intend to change its position on the study of national languages in the schools of the republics of Russia . “Everything will be in accordance with the law - national languages are studied on a voluntary basis. This rule is for all national republics, there will be no exceptions to anyone,” the federal official said and confirmed the source close to the presidential administration.
Presidential press secretary Dmitry Peskov to the question of RBC, whether the federal center really does not intend to change the opinion regarding the voluntary principle of studying national languages in schools, replied: "Yes. Really."
Another federal official said that the Ministry of Education and Science supports the Kremlin’s position and did not give the authorities of Tataria guarantees for the preservation of the obligatory Tatar language in the school schedule. Therefore, the department refrained from commenting on the statements of Minnikhanov and Fattakhov, he said.
