Donillon is going to us. And with a secret order.
As Kommersant said at the end of last week, the US President sends to Moscow his National Security Advisor Tom Donilon. He will bring Vladimir Putin the personal message of Barack Obama. Continuing to express the words of the immortal comedy, "there is a subtle and more political reason." Referring to an anonymous source in the diplomatic circles of the United States, the newspaper claims that the purpose of the overseas emissar will be revitalizing the reboot: they say, nothing special has happened in bilateral relations, you can restart as before. As far as it is known in Washington, the visit will take place immediately after the inauguration of Obama on January 20, which will be more modest than in 2009.
Donilon has already executed a similar mission in May last year. Then he flew to Moscow shortly after Putin's inauguration.
I already once wrote that the reboot cannot last for years: as long as it goes, the computer is in a non-working state. But in fact, this is what America is from Russia. The United States has many other acute problems, both external and internal, and it would be good for relations with Russia to remain in a frostbitten, suspended state.
However, after the entry into force of the "Law of Magnitsky", which the Russian president perceived extremely painfully, as the next humiliation of Russia, the status quo was violated. New assurances were required, and Washington, judging by the words of the Moscow newspaper, is ready to give them.
Tom Donilen is ideal for such a mission. He is the only one of the leaders of the International-Sil Bloc remains in his place for a second term. Defense Minister Leon Panetta and Secretary of State Hillary Clinton with one retired foot. Their successors John Kerry and Chuck Hagel have not yet been approved by the Senate. Not only that. According to the nameless interlocutor of Kommersant, Clinton, in a recent statement regarding Russia, expressed her "personal opinion, and not the official position of the US administration."
We are talking about her December performance in Dublin, terribly outraged by Moscow. She announced the desire of Russia to “resovel” the post -Soviet space and that the United States intends to “slow down or prevent” this process. The reaction of Moscow was directly hysterical. "Russian newspaper" published an angry rebuke in the spirit and style of the Soviet agitprop:
*Washington, of course, would like the whole world to dance exclusively under his tune. Everyone should include the knee before the power of American weapons and dutifully agree with everything. But not everyone in the world agrees to be vassals of America. There are such states on the planet that continue to have their own foreign policy, independent of the White House.
It is not difficult to understand the Secretary of State. She has been collecting suitcases for several months. It is expected that in January Clinton will leave his high post. And therefore, it can speak, comment, condemn plenty. What to take from the "lame duck"?*
Here one paragraph contradicts another: if Clinton expresses the interests of Washington, then what does the suitcases and the “lame duck” have to do with it? In politics and the "lame duck" happens to the hawk.
But the unknown American diplomat says as if the same. We'll have to explain something. Clinton was the first to report the Financial Times about the Dublin statement. (About Eastern Europe, by the way, there is not a word there - this is a gag of commentators.) In the transcripts published by the State Department, this phrase is not. Nevertheless, the department does not renounce the words of its leader, but notes that Clinton did not speak publicly, but at a private meeting with representatives of non -governmental organizations. From here, probably, inaccuracy about the "personal opinion" stems. Not personal, but expressed in a confidentially.
At the same time, there is no doubt that in the immediate environment of Barack Obama there are people who would like to disavow Hillary Clinton's approach to relations with Russia. One of them is just Tom Donilon. Before his appointment in the White House, he was a successful Washington lawyer and lobbyist, as well as the vice president of the mortgage giant Fannie Mae, whose operations in the secondary debt obligations market led to the largest financial crisis after great depression. He had nothing to do with the problems of national security, under Warren Christopher he held purely bureaucratic posts in the State Department. The first two years of Obama’s presidency, General James Jones was the National Security Advisor, and Donilon was his deputy. Jones, however, did not have relations with the near circle - he was pulled into the background, people who were concerned not so much as a real solution to problems as the image of the president. Among these PR managers, which Jones called "cockroaches", "mafia" and "Politburo", was also Donilon.
In his book of the Presidential Team, in his book Obama War, the phenomenally informed observer Bob Woodword spoke. According to him, Swara got to the point that the Minister of Defense Bob Gates almost clapped the door in the middle of meetings in the oval office, and when Jones survived from the White House in 2010 and Donilon took his place, he called this appointment with a catastrophe. Judging by many signs, Clinton also tried to supplant the second roles, but she had enough character not to succumb to the intrigues of clicks.
Now, with the outrageors of calm, it is over, the team will come in the team and the expanse. And this is at a time when, according to attentive observers, the administration is acutely needed by fresh blood and fresh ideas in foreign policy that people from the world of business and science could bring with international experience, incomparable with the experience of Washington bureaucrats who go abroad only as wedding generals.
The essence of disagreements between people like Gates and Jones and the closest advisers of Obama is clearly visible from the messages of the Anonym in Kommersant. According to him, the main content of Obama Putin’s personal message will make up the assurances that "the White House does not attribute the post -Soviet space to the main priorities of the US foreign policy, and plans to pay the main attention to Asia (" deterrence of China "), the neighboring East and Europe."
This is a return to the doctrine of the section of the spheres of influence with which the Kremlin, of course, completely agree. And these people talk about some new era in international relations. One can imagine how such views on the surrounding world of the same Bob Gates were warned, which under Reagan, as a director of the CIA, had a lot of effort to forever erase the dividing lines from the map of the Earth.
