Everyone is already accustomed to the fact that Prime Minister Mikhail Fradkov has some ideas on what country the economic policy needs, how to double the GDP and what needs to be done to win the poverty and the development of the innovative sector. They are also used to the fact that these ideas are usually slurred and fragmentary rarely are a clear logically verified system. Therefore, the “political” ministers Alexei Kudrin and Herman Gref, who have just in their heads, is undoubtedly (another thing is that recently, due to circumstances, they are increasingly under their own principles), it was easily possible to extinguish the majority of, albeit sincere, but absolutely not fit into the framework of the liberal economic program of the “technical” impulses of the “technical” premiere.

The prime minister, however, was not offended by the Khustivtsev. On the contrary, he almost forgot about “growth points”, “breakthrough technologies”. And even the words “private-state partnership”, which at one time began and ended his working day, almost does not pronounce (at least in public). But he also cannot leave everything as it is: hopes for doubling GDP in the period appointed by the president, despite all the zeal of Rosstat, are too ghostly, namely, in the implementation of this task, it seems that Mikhail Fradkov sees his main life purpose. The desire to do something was higher than personal ambitions and economic preferences, and then the prime minister (not himself, but through the deputy head of the government of the Government Mikhail Kopeikin) made an initiative that it would not be embarrassing to voice the radical liberal to reduce VAT (value added tax) by 5 percent at once. But this bold idea of ​​understanding in the economic bloc did not find: what a decrease here is when, as a result of monetization of benefits, the budget will chop like yeast.

Obviously, such neglect was the last straw for the prime minister, and he decided, without entering into theoretical discussions - all the more so since he was clearly not strong in them - to use administrative levers. At yesterday's meeting of the government, Mikhail Fradkov unexpectedly settled on a matter that has always been considered an empty formality - the election of the budget commission of the government, which will develop a three -year budget, and its chairman. It should be noted that the chairman always automatically became Minister of Finance Alexei Kudrin. This time his chairmanship, Fradkov, questioned. The deprivation of cudrin at the head of the budget commission turns the Ministry of Finance into a calculator that can obediently calculate income and expenses, without going into the rest of the details.

Moreover, the prime minister spoke out for the expansion of the powers of the commission to turn it into the body responsible for the development of an economic strategy, and, in fact, to finally take this function from the head of the Ministry of Economic Development of German Gref. And in order for the head of the mayor to have less time for empty objections, the prime minister, according to Kommersant, will return to a cardinal processing of the already rewritten medium -term government program in the near future. If the last time the main claim was insufficient ambitiousness, now another flaw was found - the lack of economic ideas and initiatives expressed by the prime minister. Thus, Herman Gref will be proposed to arrange the vague and fragmentary representations of the boss in a harmonious and clear program.
