The abolition of benefits is finally accepted

The State Duma adopted the law on preferential payments in the third, final reading. As the correspondent of RIA Novosti reports, with the necessary 226 votes, the document was supported by 309 deputies, “against” - 118, three abstained.

In the second reading, the bill was considered by the Chamber on August 3.

As it became known to the Frances.ru, on the eve of the leadership of the United Russia faction carried out “explanatory work” among those who voted against the adoption of the bill in the second reading or evaded voting, being in the hall of the meetings. Five members of the faction and the party of the same name were voted against the votes, but at all, they did not press buttons 9 "United Russia". The first was to write applications for a voluntary exit from the faction and, accordingly, from the party. The latter, under the pressure of the leadership, wrote explanatory, the essence of which: the button was sighing, but for some reason it did not work, I support the bill, I ask you to count my voice - "for".

The document makes amendments to 155 federal laws and cancels the effect of 41 of the law. He cites federal legislation in accordance with the Law on the Division of Powers and Budget obligations of all levels of power.

In accordance with the law, starting in 2005, most of the benefits are transferred to monetary form. The size and procedure for monetary compensation will be determined by the government.

The labor legislation retained the provision on the minimum amount of wages, the norm was introduced on the impossibility of reducing salaries to employees of the budget sphere below the level established at December 31, 2004.

The state guarantees were also preserved to provide social services to the "Chernobyl" and persons living in the Far North. The issues of the use of district northern coefficients were taken into account.

The law stipulates that the Russian tripartite commission will develop recommendations on the establishment of the minimum wages, which will subsequently recommend the subjects of the Federation to determine wages to employees of the budget sphere.

The document was also introduced into the document on the so -called "social package". This package worth 450 rubles includes preferential travel by suburban railway transport, drug support and sanatorium-resort treatment.

It is assumed that since 2005 this "social package" has been provided to all beneficiaries without exception. Since 2006, citizens will be able to choose either social services or money.

Parliamentarians failed to defend their amendment on financing of monetary compensation from the federal budget for the victims of political repression. As a result, a compromise was found. Cash payments of this category of citizens will be made from the budgets of the constituent entities of the Federation. At the same time, co -financing of social support measures to victims of political examination by providing the budgets of the constituent entities of the Russian Federation of subsidies will be ensured from the federal budget.

The provisions on the heroes of the Soviet Union, the Russian Federation, and full cavaliers of the Order of Glory and the Order of Labor Glory were brought into separate laws. An amendment was also supported on the financial support of free primary and general education by providing local budgets from the federal budget for the implementation of general educational programs.
