The Kremlin wants to cancel the direct elections of the heads of Ingushetia and Dagestan. This was reported by Kommersant with reference to a source in the presidential administration. Earlier, Kremlin officials expressed concerns to the publication that direct elections could destabilize the situation in the North Caucasian regions.
In the fall, elections are planned in nine constituent entities of the Federation, including Ingushetia and Dagestan. The powers of the head of Ingushetia Yunus-Bek Evkurov expire just in the nearest autumn, and President of Dagestan Ramazan Abdulatipov, who took the post after the early resignation of Magomedsalam Magomedov, is now working in the status of acting
On January 23, the State Duma adopted in the first reading a law that allows the subjects of the Federation to abandon direct governor's elections. According to the new rules, the subjects of the Federation themselves will determine the procedure for the election of the head of the region - by direct voting of the population or the decision of the regional parliament.
According to the bill, the party will be able to submit their candidates for governors to the President of Russia. Three candidates selected by the Head will be brought to voting in the regional parliament. "This will take into account the regional features of the constituent entities of the Russian Federation", to maintain stability and the national world, said Unitedro Rizwan Kurbanov, who submitted the bill.
Earlier in January, Yevkurov spoke out against the return of direct governor’s elections, calling this measure premature. “The danger of elections is in the decomposition of society,” he said.
According to Yevkurov, the election of governors is a matter of the future. “It is necessary to go to this, maybe 10-20-30 years,” said the head of Ingushetia. “When it comes to elections in the regions - this is not democracy. But at the country's level, this is a sign of democracy! We have shown the highest modern democracy in the election of the President of the country.”
Evkurov proposed to return to the system of appointing governors throughout the country. “There is a head of state who is chosen by the people. Here he is chosen, and he must have a prerogative. The presidential administration will never appoint a loafer that will work poorly. There is no benefit from this,” said the head of Ingushetia.
