Firstly, I would like to share with you good news. Often they tell me: Ivan, in vain you write letters in the Trinity Option - no one reads them anyway, you will not have any influence on anything. And here is not true, as the latest events show! Only recently I wrote about the events in the RANEPAS and their possible negative impact on the well -being of our elites, as measures were taken immediately: the rector of the Academy Vladimir Mau replaced house arrest for a recognizance not to leave, and the director of the Institute of Public Sciences of the Russian Academy of Sciences Sergey Zuev was replaced by a pre -trial detention center. So the effectiveness of my letters is extremely high!
But I'm not talking about that. In connection with the events of this year, the issue of evaluating scientific labor and publications in scientific journals, Russian and foreign, about tenants, etc. is actively discussed. Although the situation is not particularly favorable for them, the liberals somehow push their ideas about the need to take into account publications in foreign journals. Ideology is well known to us: science is international, its results are the property of all mankind and all that so. It, of course, is in a sense like this: there is no separate American, separate Chinese or separate Russian science. But there is a lot of cunning in this ideology: humanity uses the results of scientific activity very, very unevenly: they strive to appropriate and use it for the good that part that considers itself the best and worthy - the so -called golden billion.
There is such an old statement: my language is my enemy. And it implies that a lot of dumb, giving out your true thoughts and plans, you can do harm to yourself. Of course, Russian scientists should know what is happening in world science, we must know English and read foreign magazines. But whether it is worth striving to publish in English - this, I will tell you, a very big question. No, do not think that I have some kind of bias in this regard. I know all the arguments in favor of this. Yes, in principle, it is good when our scientists submit their articles to the best foreign magazines, competing for the right to publish them there with Americans, Chinese, Japanese and other different Swedes. In order to maintain international competitiveness, it is also important for athletes to compete not only with compatriots, but also with the best athletes from around the world.
It's all that. And I would vote with both hands for the publication of our scientific results in foreign scientific journals if we were some France or Canada. But we are a great country, we are Russia! And now a whole pack of these France and Canada, led by a self -proclaimed world sheriff - the United States, was wildly taken against us. They are fighting with us fierce sanctions that are hit in our military -industrial complex, our economy, our science and our sport, in ordinary Russian citizens. They are fighting the hands of Ukrainian nationalists with us their modern weapons. They do everything to undermine the forces of our country, to weaken it as much as possible and ultimately destroy us, to erase the proud inscription "Russia" from the world political map.
Do we have the right, comrades, in the conditions of the battle for survival, lay out our best scientific results on a saucer with a blue bucket? I think the answer is unequivocal: in the current heavy environment, we cannot afford to be such rotouses and philanthropists. Our best results should find application in Russia, serve our army and our economy. Therefore, it is necessary to make an absolute priority the publication of our articles in Russian scientific journals, not in English, but in Russian! Therefore, the assessment of the effectiveness of the work of scientific organizations and universities, various stimulating payments to scientific and scientific and pedagogical workers-all this should be tied to publications in our journals. Yes, of course, it is necessary to improve the quality of these magazines, improving the review, accelerating the process of publishing articles, etc. This is also understandable.
And then our language will become our friend, it will hide our achievements from enemies and, speaking wider, will not allow enemies to understand how strong the Russians are in a particular field of science. And if the enemy does not know your strengths and weaknesses - this is your great advantage!
At the same time, I do not advocate to completely ban our scientists to publish in foreign magazines or to travel with reports to international conferences. This can be done - under the strict control of the relevant authorities, of course, so that no practically significant information from the country does not flow out - but one should not encourage this at the state level. And so-please: if someone wants to publish something in English according to the theory of superman or the history of ancient Egypt, then why not?!
