There is no connection between these events except that they occurred almost simultaneously. Last Sunday, all the so -called analytical programs on their native television discussed a new approach to human rights, declared by the World Russian People's Cathedral. The meaning of this approach is that human rights are not in the Russian case absolute value. They, they say, are nothing more than a tool that the rotten West uses unreasonably, and Russia has not yet learned how to use it yet. And on Sunday, from the Poznerovsky “times” to Solovievsky “Sunday evening”, film director Andron Mikhalkov-Konchalovsky wandered. He broadcast that the Russian people, due to the features of historical development, explained by the division of the Christian Church, did not ripen before freedom. The Russian people at this time need the king, even if Vladimir Putin will be called (not only subtle, but also, we note, an extremely timely remark). Well, not all the people, of course. Personally, the great -grandson of Vasily Surikov and the son of twice the author of the state anthem is already capable of using freedoms reasonably, but all the other population - no way. And the only thing that the Russians can keep in the framework of decency is fear. No matter the fear of God or before the next Lavrenty Pavlovich.

And the next day, French President Jacques Shirak took and canceled the law on the “first hiring agreement” already signed by him. The one, because of which Paris, Lyon, and other university cities have been shocked by many thousands of student demonstrations for a month. All my respected liberal experts unanimously claimed: the law is correct. The fact that the entrepreneur could not dismiss a young loafer for several years turned into stagnation in the country's economy. Someone had to make a decision that would cease this nationwide proper. However, a significant part of the people is a decision, for which the parliament voted and which the president signed, seemed unfair. And this part of the people (probably the minority) did not wait for the next parliamentary and presidential elections and immediately declared her decisive disagreement. Young people blocked universities and even arranged a pogrom in the Sorbonne, paralyzed the railway message. She had no reason for this, but she was supported by trade unions. And after several weeks of confrontation, the highest French power retreated. The president promised to change the law.
In Russia, a variety of conclusions can draw from this story. Representatives of the new domestic elite, cherishing the memories of the Leningrad courtyard, will simply decide that Shirak is a weakling. Our, even though you Nord-Ost, even Beslan, never cancel decisions. He said to wet, then to wet. Well, if someone else came to hand, then this is his problem. The forest is chopped, life is flying. And his boys, like Patrushev and Nurgaliev, does not pass. Professional fighters with “orange revolutions” will start a conversation about the danger of ocherocracy, and a threat emanating from those who went to the square and imposes their will to the quiet majority.
In my opinion, the whole thing is a certain public agreement. The French bureaucracy, about the cynicism and insidiousness of which tons of books are written and kilometers of exposing the films are shot, perfectly recognizes the limits of its power. This limit is called elections. All participants in the process converge in one thing: the election day will come, and those who rally will come to vote. And no one will risk their choice to bargain or challenge. That's why Shirak tries to hear the future call and refuses the unpopular law.

At the same time, the French protesters who frankly violated public order firmly knew: they were not threatened with nothing worse for the detention for a couple of hours. Because the most burned French politicians and the most cynical French officials are firmly confident in the right of the people to protest. Moreover, in order to survive, to stay afloat, they are forced to listen to this protest.
And now let's return to whether the entire Russian people can, and not just the Extra -advanced Mikhalkov family, is reasonably using rights and freedoms. I suspect that I can. Only for this, he, the people, must be confident that on the appointed day he can legally change power. And that no centriezbirk will be able to correct the popular will. You must admit that he, our people, has never had the opportunity to make sure of this. He must know that, having entered a peaceful rally, people will not run into riot police sent by the authorities, which will beat and cripple. The people should be sure that several boys and girls do not solder the prison term for the capture of one room in the reception of the presidential administration. In a word, the people should feel their freedom, believe in it, understand its possibilities. If he believes that Freedom received a little one, he will remain silent, having heard the rudeness of the boss, will vote as it was ordered - for United Russia. But if people cannot express their dissatisfaction in the elections, if you go out on the streets, it is risky, it means that when it becomes unbearable, it will not seem a little.
