The Central Election Commission 03/21/2019 voted against the decision of the Communist Party of the Communist Party of the Communist Party of the State Duma of the mandate of the State Duma, which previously belonged to the deceased on 03/03/2019 Zhores Alferov. The CEC meeting lasted more than an hour, and it was decided to transfer the mandate of the Nobel laureate to the head of the Krasnoyarsk regional branch of the Communist Party Peter Medvedev.

This is the first time that the CEC refused to transfer the mandate to the candidate, which was nominated by the party, which formed the federal list. The procedure for transferring mandates has always been considered technical. CEC members explained their refusal to convey the mandate of the late Zhores Alferov Pavel Grudinin with three reasons.

First: Communist Party, supposedly? She was late with the transfer of the mandate. “The 14-day period set by the parties to transfer the mandate has expired, now this is the right of the CEC-to transfer the mandate,” said the CEC member Evgeny Shevchenko. Zhores Alferov died on March 1. The Communist Party decided to transfer his mandate to Grudinin on March 14. Article 96.2 of the Federal Law “On the election of deputies of the State Duma” enshrines the party’s right to transfer the mandate “within 14 days”. In what way to subtract a single one from 14 to get more than 14, Evgeny Shevchenko did not report.

The second reason called the CEC? - The fact that the Communist Party did not motivate why the mandate is transmitted to Grudinin. You can look at all the articles of the Law on the elections of deputies for a long time, but even with the help of Lupa Bastrykin you will not be able to find there the requirement that the party should explain its preferences.

The third reason is even more exotic. The same Evgeny Shevchenko said that Grudinin rudely violated the rules for registering in the federal list of candidates for State Duma deputies in July 2016, since at that time he owned "at least six accounts in the Swiss bank and was a hundred percent beneficiary of the Belize offshore." The scandal with foreign accounts accompanied Pavel Grudinin during his participation in the elections of the President of the Russian Federation in 2018, and nevertheless, he was allowed to the elections and he took second place, receiving 11.77% of the vote (8.7 million). That is, you can claim the highest state post in the country, but you can’t get a deputy mandate?

It is clear that it is impossible to call the 2018 special operation of 2018 to call Putin in any way. As well as the 2016 special operation for 100 percent filling out the building on the Okhotny series by representatives of different detachments of the party in power. It is clear that Stalinist Grudinin cannot cause sympathy in people with normal views. Nevertheless, the decision of the CEC is another step towards total arbitrariness.

The unexpected last year's success of Grudinin clearly frightened the Kremlin, and the attack on it, which began during the election campaign, continued the last year. In February 2019, the Council of Deputies of the city settlement Vidnoye in the Moscow region withdrew Grudinin from the post of chairman, and then deprived him of the deputy mandate on the proposal of the prosecutor's office due to violation of anti-corruption legislation. Immediately after the decision of the Communist Party of the Communist Party to transfer the deputy mandate to Grudinin, Channel One and NTV released Pasquili dedicated to him. On the First Channel "Politicalologist" Pavel Danilin for a long time said that "the reputation of Grudinin was destroyed entirely." The NTV channel went the other way and pulled the former wife of Grudinin, who shared versions, they say, her ex -husband needs a deputy mandate to avoid the division of property after the divorce.

The political field of Russia is cleaned to brilliance. Any subject of policy exceeding the size of the average cockroach is subject to immediate destruction. None of the reasons why the CEC refused the Communist Party to issue a mandate to Grudinin is not the slightest attitude to law. The area regulated by law in Putin's Russia ends where the interests of the authorities begin. The incident of Grudinin once again confirmed.
