“Employees of the Center for Combating Extremism of the Main Directorate of the Ministry of Internal Affairs of Russia in the Voronezh region regularly monitor the Internet of the Internet for the placement of prohibited extremist materials,” the information site of the Main Directorate said. Moreover, unlawful liability is not even that the placement of your favorite song on your wall cannot be equated with the “mass distribution of extremist materials” and it is strange to demand from the 15-year-old teenager the knowledge of the Minhust list. The indisputable fact is that the responsibility under the articles of the Code of Administrative Offenses occurs only after reaching 16 years. The department also distributes instructions for schools in which he strongly recommends teachers to “knock” on their students, reporting their socio-political moods. To facilitate identification by teachers of “dangerous extremists”, Svatikov’s subordinates, hiding from the Voronezh press, developed a whole manual. According to him, a potential “extremist” could be any teenager who wears boots like “Camelot”, dreadlocks and baubles.

Some provisions from this manual in their incompetence and absurdity are comparable to the Komsomol black lists of the Soviet era, in which the KISS group was prohibited as propaganda "neo -Nazism and violence." For example, the red skins, according to Swatikov’s subordinates, are “these are former hippies prone to homosexuality”, and the Goths are “a totalitarian sect, inclining its members to suicide”. The notions of youth subcultures and generally about pop culture among employees of the Voronezh Center “E” remained at the level of Soviet party organizations, who believed that those who listen to rock against the Soviet regime.

Perhaps the 15-year-old student of the Voronezh College was registered not because of the song “Psyche”, but because of some other from the Minhust List. Nevertheless, Colonel Svatikov and his department should carefully listen to the “killing of the cop”, in which the lyrical hero also shouts “beat me, trample me with your feet”, thinking into the text. After all, this song is just about what feelings are born in the soul of a person when he faces a brainless machine of state repression, personified by a "contemptuous look and shoulders in uniform." From the point of view of the Law on Countering Extremist Activities, the girl’s actions are indeed illegal. However, I do not see the need in such a situation to put a minor for registration in PDN. If law enforcement agencies believe that the placement of such material is a problem from the point of view of education and personality formation, that is, a lot of humane mechanisms of how to influence this girl so that she does not develop into a socially dangerous personality. In my opinion, the placement of the song “VKontakte” is not a basis for registration, simply because the legislation on extremism itself is very difficult to understand even adults, not to mention children. Therefore, for the child it could be not obvious that she committed an offense. In this situation, it would be enough just to explain. Although I am absolutely not sure that adults will be clear to the end why certain materials are attributed to extremist. After all, such materials are attributed to them that so far historians and linguists are grabbing their heads - on what basis they got into this list. And the child is completely non -obvious. I think that the stick was clearly too overcame. These are not Nazi slogans, not quotes from Mine Campf. Punk rock has always been different to a certain extent expression and radicality. But, in my opinion, this is not an unconditional basis to register a child. Let the school, teachers, parents, and psychologists work, but put such a stigma on the child - it will be worse for the state and society as a whole.

As for the law on countering extremism, this is one of the most conflicting laws. When it comes to the demonstration of Nazi symbols - it is more or less clear there. Although responsibility occurs with the aggregate of two elements: propaganda and demonstration. After all, you can show films, telling them how Pagubna is Nazi ideology. But one cannot simultaneously show and promote this ideology. And for some reason we have law enforcement agencies on one eye. They see the word “demonstration”, but do not see the union “and” and the words “propaganda”.

Obviously, they have a task - to have such things in statistics, many of which are openly attracted by the ears. But in relation to Nazi symbols, I repeat, everything is clear. But as for the recognition of extremist materials that contain calls, various unpopular political slogans, etc., are simply an absolute bacchanalia. For example, it was recently recognized as an extremist slogan “Kill the Slave”. By the way, Parafraz Chekhov. According to linguists, it calls for suicide.
