Representatives of a number of regions propose to establish a relationship between teacher salaries and student performance. First of all, we are talking about the results of the Unified State Exam, but also about internal tests. These proposals were made as part of an experiment to introduce a new wage system that began on September 1 last year. The idea of ​​this new system is to calculate wages not just for the number of hours, but also for checking notebooks, working with those lagging behind, and preparing for classes. In addition, the school board may decide to award a so-called incentive bonus. The criteria here can be class management, the number of absences by students, the number of complaints from parents and the students’ grades themselves. The interim results of the experiment were summed up at a meeting at the Ministry of Education and Science, where plans were announced to link teachers’ salaries to the results of the Unified State Exam and internal tests, Gazeta writes. Governor of the Pskov Region Mikhail Kuznetsov, who spoke at the meeting, said that the categories of some teachers based on these indicators could be lowered. He suggested that teachers should certify their ranks every two years. But he noted that to introduce a new system, a new regulation is needed on the procedure for certifying teaching staff. In addition, the governor complains that “teachers are not ready to have their work monitored.” The danger, of course, is not so much in control over the work of teachers, but in the possibility of lowering salaries.

However, another speaker, rector of the Eureka Institute of Educational Policy Problems Alexander Adamsky, proposed evaluating the work of teachers not only by test results. He believes that a portfolio should be created for each child, where a large role will be given to participation in various school projects, as well as what the student does outside of school (it’s not entirely clear, however, what the teacher has to do with it). The idea is that the teacher’s task is “not only to give the child a certain set of knowledge in his subject, but also to form the student into a socially significant personality.” Experts and members of the public must evaluate the student on these parameters.
