Because according to another scheme, which it was possible to push through the government, to acquire shares of companies formed on the basis of RAO EEC, it will be possible only in exchange for shares of RAO itself. This scheme sharply narrows the circle of potential buyers, deprives the procedure of real competitiveness, but gives enormous advantages to those who have bought up RAO shares all over the past years.

Maybe Chubais found arguments to return to his scheme and the interested parties learned about it?

Maybe the point is not in the method of acquiring new RAO companies, but in some other thing. But only another is in RAO EEC. Nowhere else.
