I don’t know if you like to drink vodka at night, but from now on it will be more difficult for you to do this than before. From now on, there is an anti-alcohol curfew in the capital. From 11 pm to 8 am, they won’t sell you anything “stronger” than 15 degrees. At least officially.
Here, of course, there is an immense field for grins and moralizing remarks that social vices cannot be cured strictly by the clock, that social ulcers cannot be removed in a purely mechanical way, and such prohibitions at best do not have any effect, and at worst only aggravate the situation. But all this works if we consider lawmaking as a selfless process, full of sincere desire to help and contribute to the voter on the path to a better life.
However, a deputy is, first and foremost, a profession, and every professional wants, in addition to moral satisfaction, to receive remuneration for his work. In our country, remuneration for work is still paid according to the iceberg principle: the top is legal income, the bottom is shadow income. The legal income of a deputy is small, but the shadow income comes from such legislative products. Although, of course, it is impossible to prove anything, there are no specific facts and there will not be, and if the thief is not caught, the thief is not caught. But, logically, it’s difficult to create something like this for free.
Following the same logic, the curfew is nothing more than a cover. With all our alcoholism, few people drink vodka from 11 pm to 8 am. And if he drinks, he buys it in advance and has time to run for a second one before 11 pm. And given the moment, from now on it will be all the more necessary to stock up for future use. Or the old Soviet tradition of buying booze from taxi drivers will resume. If you wish, bypassing any ban is not a problem, especially in such an important matter for citizens as gaining weight.
I’m not even sure that the beer kings tried to take revenge on the vodka kings for all the anti-beer laws of recent years. It is clear that “below 15 degrees” means beer in the first, as well as second, third and other stages. But, frankly speaking, not everyone drinks beer at night. So the benefit to brewers from the innovation is minimal.
But those who are undoubtedly in profit are the large sellers of strong drinks. Everyone paid attention to the loudest and most understandable restrictions for the common man. And almost no attention was paid to other details. Meanwhile, organizations with an authorized capital of at least 1 million will still be able to sell alcohol. And this is only on one side directed against scorched vodka in murky tents. In reality, there is plenty of counterfeit alcohol in the online trade, just like any other low-quality product.
And the note about the fact that “in agreement with the prefecture of the administrative district in which the trading enterprise is located, it can obtain permission to sell alcohol around the clock” is absolutely remarkable. Prefecture - understandable, commercial enterprise - understandable, 24 hours - understandable. It’s not clear what “by agreement” means. What will this agreement look like? What should be agreed upon and under what conditions? How can I convince the prefecture that the vodka sold in my establishment will not cause harm to the buyer himself, his health, or those around him? What kind of birch trees are my magic goods on?
I'm afraid that these brunettes have the faces of American presidents, and the color is greenish-pinkish. These faces against this background will help coordinate everything and convince everyone, and at the same time quench the thirst of the suffering, for whom 15 degrees is not the limit, seven miles is not a detour, and who have confused day with night.
