“United Russia,” under which all election legislation has already been rewritten, still strives to “lay straws” literally in haystacks wherever possible. Today, United Russia activists are trying to introduce an “Italian system” of counting votes in elections in the regions. This procedure has already been approved by the Legislative Committee of St. Petersburg, but the All-Russian Central Executive Committee did not approve the initiative. In short, the point is that the “Italian” calculation is very complex, and somehow it turns out so cleverly that the leader receives even more mandates than with a simple system.
