The Tax Service Department for Tatarstan believes that the Kazan Aviation Production Association named after Gorbunov (KAPO) owes about $6 million and is going to seize the property of the enterprise. The Vremya Novostey newspaper believes that the reason for the conflict is that, according to the corporatization plan, Tatarstan will receive only 25% of KAPO shares.
