Vladimir Putin does things that seem to me rational. For example, gives Russia like a cake. This is the usual technique of dictators, thus creating a layer of persons personally devoted to themselves in the country. Of course, this is to the detriment of Russia - but undoubtedly rationally and for the good of Putin.
Or, for example, Putin’s foreign policy is arranged on the principle of “pacing America”. This policy gives Putin the opportunity to feel great: he is not any, but opposes the United States itself! Of course, such a foreign policy goes to the detriment of Russia, but in principle, the ruler’s desire to give himself pleasure and not surprising: in the end, the rulers of Sudan, Zimbabwe, Venezuela, Ecuador, Bolivia, etc., are enjoying the same method, these comrades stick out from the consciousness that they are opposed by America, as others stick out from heroin.
But there is a thing that I personally cannot explain in any rational way.
Russia under Putin turned into a place where law enforcement gangs are robbed.
For example, interdepartmental criminal groups engaged in direct robbery of importers with the subsequent fictitious destruction of counterfeit products and selling it on the market - this is such an OCCUPATIONAL HAZARD for Russian importers, like robbers in the XVIII - for travelers of diligijans. Maybe you will pass, or maybe they will rob.
No one stops these gangs. Although it came to some kind of publicity, as far as I know, only in two cases. One is the story of Chichvarkin, when IMEI “destroyed” Motorola mobile phones found on the network. Putin knew about the history of Chichvarkin - Bush complained to him, standing up for Motorola. As a result, Chichkvarkin, as we recall, was forced to sell his business and did not sit down just because he left.
Another story is the story of Lithuanian Nikolai Kudelko, who brought coffee into Russia. His goods were confiscated, declared him “non -inferior” and supposedly “destroyed”. The coffee then surfaced in the market that it was easy to prove on barcodes on boxes, and when Kudelko began to outraged, he received 6 years in prison.
In general, stories of this kind make me believe that the murder of Magnitsky is the work of the hands of not such a high -ranking gang. There are too many gangs of these to be at the head of each minister or member of the government, but for some reason, according to the unwritten Putin coutum, each of these gangs is considered inviolable. To encroach on her, publicly or backstage is to encroach on the foundations. Like the bandits. If you complain to the bandit that you, say, stole your daughter and ask to volunteer a ransom, then the answer will be: “People worked, you have to pay.”
Another example, this time without names. A certain miniarch, familiar with many members of the government, becomes an object of attack of a similar gang. He regained his VAT, completely legally, but the Chekists spread his business on the shreds and take out their souls. He complains to Mishustin (the head of the tax service). Mishustin holds a meeting, reassures that everything is correct. Chekists are not lagging behind. He complains to Kudrin. Kudrin holds a meeting, calms: everything is right. Chekists are not lagging behind. Kudrin goes to Putin, and Putin calls Bortnikov twice. Chekists are not lagging behind.
I know a few such cases (although, without the participation of Putin, Mishustin and Kudrin), and the impression is that in order to steal VAT from the budget a la Magnitsky’s list, you must first unscrew the eggs to those who really are entitled to rightfully.
This is that in this case, the noise victim did not raise, acted exclusively in the backstage, Putin was aware - and they did not give anyone in the hands.
There are so many such stories that the eyes are blurred. When the Primorsky Partisan announces that the entire area is controlled by cops, which are simultaneously the chapters of the drug bacillus, that in the village of Maryanovka there is a tower of the main, surrounded by hemp fields, this does not even cause a public reaction. This is not news, but an ordinary case.
In order for the activity of a criminal law enforcement gang to become news, something completely outstanding should happen. For example, when the head of the City without drugs, Yevgeny Roizman, describes and proves that the cops exiled from Moscow to Yekaterinburg impudently covered the whole city of tribute - and after that the cops begin to spread the fund and seek from drug addicts to Roizman.
So, returning to the question of the rational behavior of the ruler. I can't understand this at all. The economic policy of “hand-Russia-friend” is rational, the foreign policy of “showing-fig-American” is explained, but the picture of Russian state institutions rotting before our eyes, like a drug addict from a crocodile, does not fit in his head.
In the end, as a result, Putin himself loses the management of the country.
Many times I tried to explain to myself what the meaning of such an approach to management. Perhaps there is a certain analogue of the gangster ethics that I already mentioned: "People worked, you need to pay." Well, people did the job, stole $ 250 million from the treasury, those who criticize them criticize people who have done their jobs.
Perhaps there is a kind of a priori installation according to which any businessman (if, of course, is not among the closest friends) is to determine the game, and any person in uniform is by definition a hunter. What are the rights of game? No.
But I have another explanation. It will conclude that Putin is simply not interested in this. Unlike palaces, fitness, pleasure from life, diving for amphoras, extinguishing fires with airplanes, descents in the bathyscaphe - Putin is simply not interested in this. A person lives a rich life, marks gray whales, puts on a collar on the Ussuri tigress, fights with America, builds great Russia, and when they say (if they say) that the interdepartmental gang has robbed someone again or that the cops arranged a concentration camp from the area and trade in it by heroin-it does not interest him. This distracts him from the great.
This also explains very well why Putin does not like all sorts of bores and enemies of Russia, who are Taldych about lawlessness.
Imagine that you are a district police officer. And suddenly a girl runs along the street, a man from an ax chases behind her, and the girl shouts: “Help, kill!” And you are busy with an important thing - clean your nails or play tetris.
You turn away from the girl. A man is catching up with a girl, begins to chop her hands and legs. She screams: "Help, kill!" And you are busy with an important thing. You hate this girl who distracts you from him. And you do not hate a man who cuts her: he does not distract you from anything. A man is already dragging the intestines from the girl. She screams: "Help, kill!" You can’t stand it, turn and: “Well, get a bitch!”
