Pacific Project, or Russian Ark

Many observers and commentators with irony reacted to the recognition of the statehood of Abkhazia by the Lat Pacific Republic of Nauru. Such an irony seems to me completely inappropriate.

After all, of course, the point is not in recognition of Abkhazia as such. The case is at the beginning of the process of establishing special relations between Russia and small Pacific states. It seems that the first step is finally taken-albeit somewhat belated, but therefore no less necessary. The mysterious gates of the Pacific Ocean are opening before us.

I want to remind readers "hedgehog" something. Two and a half years ago-in June 2007-the author of these lines published recommendations for key representatives of the ruling elite of the Russian Federation regarding the acquisition of Pacific and other offshore jurisdictions in order to complete/final legalization of representatives and ensure their perpetual security on an international scale. Today we can state that these recommendations seem to be in demand. True, we, relying on the results of the fundamental study of Lasha Tumbai Forever Services LLC, recommended that Vladimir Putin and his fellow-coming colleagues pay priority to the Republic of Vanuatu and the possibilities associated with her.

But Nauru, for starters, is also not bad.

In the same material, some scientific foundations of the acquisition of offshore states were described. In particular, the Saachi formula, according to which the cost of an offshore state is “turnkey”, including the fullness of the legislative, executive and judicial power, is 3000 kn, where N is the population of acquired jurisdiction. Based on this formula, which has long gained international recognition, it is easy to calculate that the purchase of the Republic of Nauru is entirely (and not just the act of recognition of the statehood of Abkhazia) would cost the Russian Federation $ 42 million (based on the population of Nauru in 14,000 people). From this we can conclude that, having paid $ 50 million. For the only solution to the Abkhaz question, we showed inexplicable generosity in relation to the Naurian side - it was cheaper to first establish complete control over the island micro -state, and then recognize anyone. Apparently, the fifty-million transaction was not, alas, without corruption and rollback elements so characteristic of today's Russia. On this occasion, it remains only to breathe.

But - minor problems and troubles will be forgotten if we manage to fully use the potential of the Pacific Ocean to implement the modernization of Russia and the transfer of our country into a new historical quality/dimension. Yes, yes, now the task should be formulated that way.

Speaking about modernization, not just as a strategic development program, but as a necessary condition for the survival of Russia as a state and civilization, let's answer the most important preliminary question: what are the main, difficult obstacles to modernization?

There are three such obstacles.

1. The territory of Russia - the space of such gigantic sizes cannot be effectively controlled by definition.

2. The population of Russia, which is in its own state in a state of psycho-historical depression and, as a rule, is not capable of systematic creative work (for reasonable, economically justified money).

3. A unfavorable climate, which was a scourge of Russia throughout its history. Due to the climate, most of the current territory of Russia is obviously not suitable for life. Attempts by artificial development of climatically doomed areas undermined our national forces.

A strategic modernization solution that will help to eliminate three these obstacles is to move the Russian Federation (Russia) to a new geographical place.

The ideal space for the placement of the Russian Federation is just numerous Pacific Islands, united in several states with an offshore form of government. These states can be absorbed (acquired in political property). Then - merged into the federation under a single control by the buyer. The working name of the new state education, which will take a worthy place on the physical and political maps of the world, is the Pacific Russian Federation (peat) .

The following states are recommended for the acquisition with subsequent merger:

Republic of Vanuatu

Republic of Kiribati

Republic of Nauru

Republic Palau

Independent state of Samoa

Solomon Islands

The kingdom of Tong

Tuvalu

Federal states of micronzia

The total population of these countries is 1,250,000. Thus, to acquire the specified pool of countries, 3 billion 750 million US dollars are necessary, according to the Saachi formula. In addition, rollback (30%) - 1 billion 125 million US dollars. Total: 4,875,000,000 US dollars.

Not the largest amount by the standards of the modern Russian elite, you must admit.

The advantages of the group of Pacific islands as territories for Russia are obvious. Let's call only some priority:

- climate: the average daily temperature is + 24-29 degrees Celsius all year round (!); Seasonal temperature fluctuations are practically not observed;

- the indigenous population: a little -educated, poorly educated, devoid of humanitarian ambitions, a hardworking people who can always work for a very moderate fee;

- Security: some of the named states have military guarantees by the United States; It is more than likely that these guarantees will be extended to peat; This will not create the armed forces of peat, separate and expensive.

Now we will approach one of the main questions: how many citizens of the current Russian Federation should be moved to peat?

Answer: Of course, not the entire population and not even its majority, but exclusively the modernization class - the collective subject and the avant -garde of modernization .

Here I propose to introduce a simple and internally consistent criterion of belonging to the modernization class: a citizen of the Russian Federation, who will include $ 1 million in the corresponding special fund of US dollars can be considered a representative of the collective subject of modernization.

Such a definition allows you to remove painful questions about whether there are modernizers in Russia and if so, if they form a critical mass sufficient to break into the future.

According to sociologists, today at least 100,000 Russians, chapters (fathers/mothers) are full -fledged families, are ready to dislike $ 1 million in order to solve the vital person for them and/or for their families. Therefore, the number of modernization class - chapters + family members - is about 350,000 people. This contingent will go to the islands of the Pacific Ocean - in full force.

Financing of the creation of peat, relocation of modernization avant -garde, etc. will be carried out without the use of the federal budget of the Russian Federation and reserve funds. And exclusively at the expense of the special fund, which will be created by making 100 thousand chapters of the families of 1 million dollars. Thus, the total size of the special fund will be $ 100 billion.

As established above, only $ 4, 785 billion will be spent on the purchase of island states. The remaining 95 billion 215 million dollars will be directed to:

• measures related to the transformation of a conglomerate of sovereign states into a single peat

• construction on the Pacific Islands of additional volumes of elite housing necessary for the resettlement of the Russian modernization class;

• Creation of additional infrastructure: hotels, stadiums and fitness centers, business airports, boats and berths for yachts, gambling establishments (in peat, unlike the Russian Federation, the gambling business will be resolved), museums of contemporary art, etc.;

• widespread implementation on the islands, including uninhabited, broadband Internet, free Wi-Fi, digital television and 4G communication systems;

• Advertising campaign of peat on an international scale.

The mentality and socio-political traditions of the radical population of the above island states are not in doubt that Russian modernizers, with their level of education and social instincts, will immediately be accepted by natives as “vermitels”-a single and irremovable ruling, privileged class. For themselves, the natives easily and conflictly agree to the constant status of “performers”. It is reasonable to fix such a clear ethno-class division in the Constitution of the peat.

The main sectors of the economy peat will be:

• offshore banking;

• Ocean transit;

• gambling;

• phishing;

• tourism;

• hunting for exotic animals and people;

• advertising on the Internet;

• Political technology.

Eight highly developed industries are more than enough to make the economy peat completely self -sufficient. These industries should be considered the locomotives of Russian modernization (according to D. A. Medvedev).

The creation of peat and moving the active part of Russians to its territory does not mean that we must abandon the existing territory of Russia. We will need this territory at least as a convenient source of energy resources. Therefore, it is proposed within 2-3 years after the completion of the process of geographical movement of the modernization avant-garde to transfer the territory of the current Russian Federation, located on the Eurasian Hartland, to the concession group of transnational corporations (primarily raw materials). The North Caucasus and part of the districts of the Southern Federal District can be transferred to the concession of Major General of the police R. A. Kadyrov.

The world-historical and megainvester project of the movement of Russia to the islands of the Pacific Ocean is proposed to assign the international name (name) Pacific Project , as well as the name for internal use - Russian ark. The Pacific Russian Federation will really become an ark on which Russians who have not yet died for a full life and the national future will save and retain themselves in time and space.

The transfer of Russia from the Eurasian Hartland to the Pacific Ocean will allow us to carry out a certain correction of genetic memory, in particular, to get rid of excess historical ambitions. In the tropical climate of the small islands, the ghosts of the once -taken Berlin/Paris and the unprofitable Constantinople will no longer torment our souls. The Russians will finally become a normal people, which we all dreamed and dream of.

To develop a detailed technical and economic substantiation of the Russian Ark project (according to the International Classification of Pacific Project), the All-Russian Public Institute "Russian Ark" (military commissar) is created. The author of these lines was appointed director of the warrior, for the sake of the implementation of the Pacific Project, who has forever left political science.

The presentation of the first detailed independent expert report dedicated to the Russian Ark project will be held on February 7, 2010 in the military office in Moscow. Details will be reported additionally.
