The results of the week. Clown or reformer? It is no secret who is the character No. 1 for freedom -loving domestic media. This, of course, is a Russian prime minister, who, and this week, exactly like the previous one, works like a slave on galleys for the benefit of a subordinate people, completely forgetting that he is a presidential candidate. And the media naturally concentrate on the description of the premier feats for the benefit of the inhabitants of the country. Of course, all this has exactly nothing to do with election propaganda. The same media that do not realize the importance of the historical moment quickly explain who is in the house. So the beloved "echo of Moscow" fell under the hand. If not the change of the board of directors will not be enough, you can declare the charter of the radio station illegal.
So Putin V.V. It will remain character No. 1 for the paternal media.
But who is the person No. 2? I suspect not Zhirinovsky, not Prokhorov, not Mironov and not Zyuganov, who are destined only to shade the virtues of the Nationalist. According to my sensations, the second place in the information space was firmly taken by the freshly led Deputy Prime Minister Dmitry Olegovich Rogozin. This gentleman match his boss wounds through the cities and towns of the vast Motherland, getting acquainted with the state of the defense industry, which he was appointed to supervise. From Izhevsk - to Tula, from Novosibirsk - to Severodvinsk. And everywhere it lights up, explaining that the modern world is a jungle full of predators who want to take away our natural wealth: “If we do not solve the problem of modernizing the country, then Russia will become the prey of global world players. So our duty is to do this until 2020, otherwise they will simply doubt us. ” Word of Word Stalin Joseph Vissarionovich at a meeting of business executives in 1931. And the recipe for salvation is quite Bolshevik: “It makes no sense for us to catch up with the West today in the creation of weapons and military equipment. In some areas, we lagged a great one. But it makes sense in another - to try to understand the tendency of the development of the VBT (weapons and military equipment), the methods of conducting armed struggle and “cut off the corner”. In a word, to come up with such a way to catch up and overtake ... For these noble purposes, Rogozin offers to create a volunteer movement in support of the army, fleet and defense industry. Naturally, as an integral part of the All -Russian Popular Front (the Constituent Congress of the new movement will be held on February 26 - by pure chance on the eve of the President’s election). Well, the main thing for what Rogozin was discharged from Brussels: to explain to friends-nationalists that the right nationalist is not hanging out on Bolotnaya, but votes for Putin.
It is clear that not every head can withstand such loads. This week, Rogozin undertook to report the head of the General Staff. Nikolai Makarov told reporters that the armed forces in the next five years will not purchase domestic armored vehicles because of its unsatisfactory quality. Rogozin immediately responded to his microblogtwitter: “The army and navy will be re -equipped with planned,” he wrote in the NGSH (chief of the General Staff) is not the only one who makes decisions on the procurement of weapons and military equipment. ” And one more thing: "We should not dispute our military leaders with military science and industry with the help of the media." That is, to discuss these difficult issues should be allowed only to the deputy prime minister.
Moreover, unable to withstand the load, Dmitry Olegovich naturally began to talk. At first, he struck others with a super -optimistic forecast: “By the end of the year, the production capacities of the Russian defense industry will be brought to such a level that they will allow producing one aircraft carrier and six submarines a year.” Such a scale is not at the power of even Americans. And Rogozin then explained for a long time that he was misunderstood. The masterpiece was a performance at the annual session of the Academy of Military Sciences. There he also decided to brand the insidious abroad: “Recently, there was a large commotion in NATO due to the fact that the Siemens concern, supplying equipment to the nuclear power plant to the Busher, suddenly discovered an extremely dangerous software failure - the so -called Staksnet virus, which led to the fact that the nuclear power plants began to spin involuntarily. At the same time, the picture on the monitors of operators showed that it seems that nothing terrible is happening. That is, in fact, we are talking not only about the management of cyberstes through open Internet access, but also about bookmarks that are introduced into the technological equipment provided. ” At least half of the audience knew very well - no centrifuges in the equipment of the nuclear power plant are included. Centrifuges are needed to enrich uranium - at least in order to use nuclear power plants as fuel, even to create nuclear weapons. Rogozin relocated to the name of the concern. The fact is that in the distant 1970s, Siemens really supplied equipment for nuclear power plants in the Bushera. Then he stopped. And after forty years, as the American seal hinted, he suspected that his equipment wanted to illegally purchase Iran in order to enrich Uranus. And he launched the virus with the help of Americans in the management of centrifuge systems intended for sale. Of course, all this had nothing to do with the nuclear power plant in the Bushera.
In this situation, the easiest way to say that Vladimir Vladimirovich took a new clown into his circus. And now Rogozin in a campaign with the gentlemen of Onishchenko and Zhirinovsky will wrap the fool for the glory of the Nationalist.
However, some of the statements of Rogozin indicates: at least he understands the problems that the deputy prime minister, who oversees the defense industry. It seems that he is aware that the OPC organization system created by Vladimir Putin and Sergei Ivanov is completely ineffective. Rogozin cannot say this directly. But it hints: “It is easier for large enterprises to accumulate funds for conducting scientific research and the search for new design solutions. It is from large companies that we are waiting for the development of innovative technologies. Another thing is that it is impossible to undermine the development of a market economy - competition. It should be carried out at an intra -corporate level when developing optimal design and technological solutions between KB, which, most likely, in large production associations. Healthy competition among KB developers should become the basis for innovative processes within the "defense industry". That is, a system has been created, which, in principle, excludes competition (moreover, this is a system that allows you to take the income of successful enterprises in order to maintain bankrupt). And Rogozin proposes to revive competition at least at the level of design bureau.
The Deputy Prime Minister even swung at the so-called mobilization capacities. That is, the very capacities that are preserved at almost every domestic enterprise for the production of military products in the event of war. “A comprehensive assessment of those reserve capacities that are in defense enterprises is required, given the nature of modern wars - fleeting and high -tech. To such realities, it is necessary to adapt the reserve capacity, ”Rogozin said. Translated, this may mean: so far we will set up the production of military products, the war will end. Also, the Deputy Prime Minister made it clear that he is an opponent of the idea of nationalization of enterprises of the military-industrial complex: “We must attract a private entrepreneur to defense enterprises.” Something directly opposite to the Putin idea of state corporations. The Deputy Prime Minister at least understands that no serial production of military equipment will happen without the ability to produce an element base.
Finally, a separate conversation is required by Rogozin’s thought that “defense” should become a locomotive for the production of civil purposes. Of course, from the point of view of world experience, these reasoning are nonsense. The last twenty years around the world, high technologies have been created in the civilian sector. And already from there they flow into the military sphere. However, it is obvious: in Russia there is practically no high -tech civilian industry ...
So, if desired, in the heaps of Rogozinsky, to put it mildly, reasoning, you can find a grain or two of common sense. I would like to believe that under the guise of a patriotic clowning (well, no one will reproach the work on the State Department), the Deputy Prime Minister will try to resolutely reform the Russian defense-industrial complex. However, it is possible that the clowning is arranged for us without any back thought ...
