Reflections on the fate of the draft law on countering US sanctions
Above the name of the bill No. 441399-7, you can think eternity. You can sit in front of him and consider it (name) as the “black square” of Malevich, drawing quietly into his cosmic darkness. Please read this name, listening to each word separately, after which you evaluate the harmonic connection between neighboring words, as well as a symphony of meanings, generated by the name fully read. Here it is: "On measures of influence (opposition) on the unfriendly actions of the United States of America and (or) other foreign states."
Enjoyed? It became interesting who is the author of this masterpiece of Russian prose? Walk out. Almost all State Duma deputies are indicated as a “subject of legislative initiative” (sorry, this is called). Starting from the speaker V.V. Volodin, leaders of all fractions - G.A. Zyuganova, V.V.Zh. (Sorry, I tried to print it completely - it takes my fingers), S.I. Neverova, S.M. Mironova - and then the entire list of the lower house of the Russian parliament.
Having enjoyed the name, let's move on to the text. There is so much beautiful that the eyes are scattering. Here, for example, is one of my favorite fragments of this masterpiece of lawmaking. Having become the law, this document will make in Russia the norm "the exhaustion of the exclusive right to trademarks in relation to goods ... whose copyright holders are citizens and legal entities of the United States and (or) other foreign states."
That is, having adopted this law, Russia declares its “right” to steal someone else's intellectual property around the world. We will not recall such trifles as the 4th part of the Russian Civil Code, and, especially, such nonsense as the Berne Convention and other international agreements on the protection of intellectual property, the participant of which Russia is. All these pieces of paper can be burned, and the ashes are dispelled.
I will not talk about such nonsense as an international reputation, that in this case, Russia itself puts itself on a par with Somali pirates, ISIS and DPRK, that is, those who publicly spit on international law. Having removed their heads, they do not cry through the hair - Russia has long been in this series.
Let's talk about serious things: about the practical benefits of the right to steal trademarks, that is, to assign someone else's intellectual property. And then I have to ask Volodin and his crazy Dumans a question that Ostap Bender asked Kise Vorobyaninov when he suggested stealing another chair: “Do you know the technique of this business?”
This is the main question. Do you know how to steal technology, Mr. Volodin? There is no doubt that you and your whole company know how to steal. Type from the treasury, saw the budget, get kickbacks, squeeze someone else's business - the Russian government has mastered the equipment of all these matters. But in order to steal a technology, you need fundamentally different knowledge, skills. Here the Chinese know how to do it. Just because at first they, with the help of Americans, created a assembly workshop for the production of American trademarks, and then began to steal trademarks themselves.
Another marvelous fragment of this Duma masterpiece is a ban on the supply of foreign medicines to Russia, replacing them with generics, that is, local medicines that have a chemical formula similar to the original, but differing in auxiliary substances and did not pass clinical trials. Regarding this Duma idea, an indicative dialogue has happened between the liberal to call Nadezhdin and State Duma deputy Tolstoy on the air of the 60 minutes program.
Liberal Nadezhdin complained about health and said that he needed imported medicines that help him, unlike domestic, which, in the expression of Zhvanetsky, do not kill microbes, but cooperate with them. If Liberal Nadezhdin hoped to arouse sympathy among his opponents, then he was brutally mistaken. Liberal suffering is a joy for the patriot. The patriotic deputy Tolstoy was very amused by learning that Liberal Nadezhdin was sick, and began to persistently demand that he spat out American pills and began to immediately chew the bark of the domestic oak, washing him with a hawthorn. Liberal Nadezhdin has an oak and refused to drink hawthorn, but could not convince the deputy Tolstoy of the need for imported drugs.
This amazing bill on behalf of the Foreign Ministry was warmly supported by the deputy Minister of Foreign Affairs of the Russian Federation Sergey Ryabkov, who demanded its accelerated adoption. “I think that the schedule of consideration of this important bill will be built in such a way as not to delay - the situation simply dictates the need for quite energetic efforts,” the high -ranking Midovets explained.
The bill No. 441399-7 was submitted to the State Duma on Friday 04/13/18. At first there was a feeling that this darkness of idiocy would inevitably cover the country, the project would become a law, and everything will depend only on how much the government wants and can boycott it. Then something went wrong and the consideration of the law was postponed for the period after the May holidays.
The Japanese engineer SigEO Singo developed a production technology, which was called "Protection from the Fool." Of course, different devices to protect against the destructive actions of people are not quite adequate, scattered and forgetful have existed for a long time. Take at least the holes at the upper edge of the bath, which do not allow lovers to sleep during the bathing to flood their neighbors from below. But Siegheo Singo designed “Protection from the Fool” as a holistic production technology and introduced it, in particular, in the Toyota concern. Protection from the fool is provided in the design of most countries of the world. And she works, just look at the situation in the USA today.
The question of whether there is protection from a fool in the Russian government system is extremely relevant. And in the conditions of a nuclear power, at some point it may turn out to be the most important not only for Russia. Sometimes, as in cases with the annexation of Crimea, war with Ukraine and Syria, there is a belief that there is no protection from the fool.
Sometimes, as in the case of explicitly slowing down the draft law on countering American sanctions, there is a hope that such protection exists, however, it acts in a deep conspiracy.
