Today, it becomes obvious to all of us that the declared moratorium on structural changes in the organization of Russian science is over. The processes began, which will ultimately affect each of us, and not only in the academic sector of science. The latest projects of departmental documents aimed at changing the basics of regulation of scientific activity are threatened with catastrophic consequences.
The permanent organizing committee, who organized the first and second conferences of scientists, considers it necessary to hold a third conference in the very near future.
It is necessary to develop a collective point of view on the ongoing processes, formulate an agreed position and bring it to the attention of society and the leaders of the Russian state.
