In 1993, he won the first election of the head of the administration of the Chelyabinsk region, gaining more than 50 percent of the vote. However, the results of the elections were canceled, despite the decision of the Constitutional Court on the recognition of the legality of their results, and until October 1993 there were actually two administrations in the region - Peter Sumin and Vadim Solovyov. In October 1993, President Boris Yeltsin confirmed Solovyov’s powers.

He worked in the Duma Committee on Budget, Taxes, Banks and Finance, took part in the work of the independent deputy group "Narmotics".
