Undressing power
The Rostekhnadzor report on the causes of the accident at the Sayano-Shushenskaya hydroelectric power station surprisingly resembles modern Russian criminal cases. Even the best of them are usually crowded with protocols and meaningless documents designed to create the illusion of giant work. Even in the worst in the middle of the sea, lies are usually guessed by islands of Pravda, which give an approximate idea of what happened. If you translate the report into Russian and try to briefly state the content of the accident, you will turn out the following:
In March 2009, an unbalanced hydraulic unit GA-2 was accepted into operation at the Sayano-Shushenskaya hydroelectric power station after the repair with an assessment of “satisfactory”.
Already at the time of acceptance, the GA-2 vibration reached the marginal in GOST, and by August it increased four times. GA-2, therefore, tried not to operate, but in the evening of August 16, a fire occurred at a neighboring fraternal hydroelectric power station and dispatchers transferred the power to the SSHPs. At 23.05, GA-2 was commissioned, and he worked before the accident exactly 9 hours 9 minutes. During this time, Ga-2 lost power three times, and the turbine, respectively, passed six times through the zone of non-recommended oscillations: however, the unit with donkey persistence was included again and again.
At 8.00, 13 minutes before the accident, the station shook, and at 8.05 sensors that notify the problems worked. Engineer Misyukevich dropped power; GA-2 continued to work. If at that moment engineer Misyukevich blocked the upper bolt, there would be no accident.
At 8.13, the lid of the hydraulic unit renovated in the spring broke. At the same time, it turned out that the studs on which it is attached is rusty. There were no nuts on 6 stilettos at all, and on the 41st hairpin out of 49 there were traces of “fatigue breakdown”.
After the accident, the authorities fled from the station. Physically. Among others, the chief of security service and the chief of staff of civil defense fled.
Conclusion: Chubais is to blame for everything.
The report follows several difficult conclusions.
First: the main cause of the accident is the total technical degradation of the country. Balancing turbines is the finest and most skillful craft, which in the USSR was available to several people. These people were physically extinct.
The reason why the turbine after the repair turned out to be unbalanced is not theft. Here rusty nuts are theft, yes. And here is precisely technical degradation. On the "power machines", apparently, there were simply no appropriate specialists.
By the way, a few years ago, Siemens was ready to buy “power machines”. A veto President Putin was imposed on a deal - they say, it is not worthwhile to sell secrets to foreigners.
Second. The accident was not caused by a fateful combination of circumstances. Given the technological discipline that reigned at the station, it was completely inevitable.
Third. Energy-including hydropower-is personally supervised by the Deputy Prime Minister I.I. Sechin. Moreover, the RusHydro company is under its influence and guardianship. I can’t guarantee that the absolute feeling of impunity, characteristic of those who are under the patronage of the security forces, became the cause of the accident, but still it played a role.
Fourth. The degree of impunity of the Russian security forces and their proteges is amazing. You can take a faulty unit, can be recorded as new rusty nuts, you can repair the forces by your own “left” office, you can try to run it again and again on the night of the accident, you can escape after the accident from the station, and - all the same, Chubais will be to blame.
But two things are most amazing. The first, as already mentioned, is the degree of technological degradation of Russia. We are in the position of barbarians-langobards who analyze the temples and walls of the great Rome to their homes, or characters of fantastic anti-utopia, who do not know how to handle structures built by ancestors. Unlike the Soviet regime, it is simply not interested in the existence of a layer of scientists and engineers in the country. For what? After all, these people themselves think and are able to go out into the streets, as in August 1991. Therefore, technical specialists leave or die, and the resulting emptiness is replaced by a cancerous fabric from “ours”, patriots and officials. They know how to register the “left” firms, but no turbines are balanced.
The second is a refusing instinct of self -preservation at the regime. We entered at the time of technological disasters (pay attention to the disaster on the Sayank with us, it turns out, the fraternal hydroelectric power station was also burning). At the same time, the regime is unable to establish the guilty, it is only able to find enemies. The head of Rostekhnadzor (and former assistant to the chairman of the district executive committee of Leningrad) Nikolai Kutin said that the first version of the disaster was a terrorist attack. Then, however, they decided that it was not terrorists, but Chubais. Dashing trouble began. The next, probably, will be guilty of the CIA.
Actually, this is also a type of unbalancing. Undressing power. The ideal power, like a turbine, never happens - any active system has some eccentricity. But here, vibration has long been violating all the GOSTs, except for those adopted in Africa, and apparently, the lid is about to tear off. Moreover, the bolts were all rusted.
