And US Secretary of State Mike Pompeo called his Russian colleague Sergei Lavrov and warned him that Washington "would not be inactive because Russia exacerbates tension in Venezuela."

At one time (that is, during the Caribbean crisis) then US President John Kennedy - by the way, a democrat, and not a Republican at all - did not say anything, but acted. And if he declared something, he immediately acted, according to what was said. Words did not hang in the air. And in the end, he forced Khrushchev to remove missiles from Cuba.
And Putin, receiving God, knows what requirement to do something (to fulfill Russia's international obligations, to leave Crimea, from Ukraine in general, from Syria, now from Venezuela), once again convinces that he owes nothing to anyone, his hands are untied and he can do everything he pleased. And Putin, in 2014, acting in Ukraine with hybrid methods, such as the insist, according to the toothless reaction of the West, realized that there was no need to hide behind secrecy and hybridity.
