Everyone who heard this wonderful dialogue was supposed to be impressed with how Prime Minister Putin, neglecting the New Year holidays, personally commands the salvation of non -battleships.

The Medvedev “Cookare” gives the elite a very important signal: the signal that any crime, if it is committed by a rather high -ranking person, will remain unpunished. And even so: if public opinion demands to punish the killers, then the killers should fundamentally remain unpunished in order to show this public opinion to this public opinion.

But this is Medvedev - he is specially appointed a jester. But the fact is that with the prevailing system of total impunity, Putin himself is less and less often and less manage to play the role of a strict, but fair king, who cares about the people oppressed by the boyars.

Recall the famous scene in Pikalevo. The workers of the closed factory, belonging to Oleg Deripaska, blocked the road, and the prime minister himself arrived in Pikevo. He publicly scolded the oligarch. The famous Putin's “Return Right” was shown on all channels.

But the day before the public drainage, the same Prime Minister Putin at the head of the VEB supervisory board prolonged the Deripaska loan of $ 4.5 billion. Deripaska also received loans from state banks to finance Pikalevo. In addition, the same agreement that “return the pen” was signed on favorable Deripaska and the conditions for the supplier of raw materials for the supplier (the plant was closed because Deripaska refused to purchase raw materials at the price of the supplier).

That is, Putin's messenger was, as it were, double. For the suckers, the message was that Putin was taking care of the people and taps the oligarchs. And for the elite - that Putin takes care of Deripaska, and even when he brought the matter to the social explosion, this issue was personally settled by Putin through the interests of other market participants.

Or we take the New Year’s history: electricity turned off in the suburbs, and Vladimir Putin sent the Governor of the Moscow Region Gromov, the head of the MRK SHVETS and the Minister of Energy of Nikolai Shmatko to celebrate the New Year in de -energized villages. He sent something- but no one saw them to go there .

The message is also double. For suckers - about how Putin takes care of the people. And for officials - that you can spit on the orders of Putin.

And finally, icebreakers. Any sucker who sees in the news, as Putin speaks with the captain of the vessel, understands that the Russian state selflessly rushed to save the lives of fishermen. In fact, the Minister Levitin really gave three icebreakers an indication of going to the revenue of fishermen. The owners of the icebreakers “laid” his indication, until the money was transferred to the account, and even some time after. At the same time, the death did not threaten fishermen, the damage from the downtime of their ships was 1.5 million rubles. per day, and the cost of the work of one icebreaker per day is 3 million rubles. Obviously, the issue of helping to fishermen could be resolved by a private company without state intervention, and the scenery under the call of Putin to the captain cost the owners of the "Commonwealth", to put it mildly, a little expensive.

Medvedev orders publicly and always publicly tolerates Fiasco. In fact, Putin also very often gives valuable instructions, but not publicly, and ignoring his instructions has become commonplace. For example, a couple of months ago, Putin instructed Surkov, and then to Sobyanin to arrange a former Senator Vladimir Slutsker as a senator from Moscow. I do not think that this instruction will be fulfilled, if only because the appointment of Slutcar by the Senator from Moscow will reduce the administrative weight of Sobyanin to zero.

Imagine that Putin will order “not to steal” tomorrow at the construction of the Olympics, VSU or his own palaces. The fact that this indication will be completed is ridiculous.

There are different types of authoritarian modes. Some - as, say, Lukashenko - position themselves as “intercessors of the people” before “officials and rich”. Lukashenko with pleasure and publicly fights the elite. The type of behavior “Father-cage ordered to punish” for him completely organized.

Putin's regime is arranged differently. It is built on the complete impunity of the elite, moreover, it is assumed that a member of the elite has the right to commit any crime and for the sake of this right will protect Putin with teeth and claws.

As a result, two things happen. Firstly, the elite actually obeys Putin not much more than Medvedev. Secondly, in the role of “King-father, sending Gromov and Shmatko to celebrate the New Year without light” Putin looks extremely unconvincing.

Because he sends them to send them, but they don’t go anywhere.
