How to promote democracy

A bill called the Democracy Advancement Act has been introduced into both houses of the US Congress. In accordance with it, the American government must provide real support to movements fighting for democracy. It is proposed to create a special department in the State Department, and departments at the US embassies. The only question is how to combine the promotion of democracy with friendly relations between the American president and foreign leaders who trample on this very democracy.
