According to tax returns for 2004, which are analyzed by the Vedomosti newspaper, the second place in terms of income is occupied by the Minister of Natural Resources, Yuri Trutnev. The head of the Ministry of Regional Development, Vladimir Yakovlev, has the lowest salary. Along with him, the poorest ministers were security officials Sergei Ivanov (Ministry of Defense), Sergei Shoigu (Ministry of Emergency Situations) and Rashid Nurgaliev (Ministry of Internal Affairs). It is interesting that Prime Minister Mikhail Fradkov is poorer than many of his subordinates. The year before last he earned just over 5 thousand dollars a month.
