The Greenpeace Russia organization sent a letter to President Dmitry Medvedev and Prime Minister Vladimir Putin about the fate of the ill-fated Khimki forest. According to environmentalists, Putin’s decision to transfer the land of a unique forest area into the land of the transport industry for the construction of the Moscow-St. Petersburg highway violates federal legislation.

The letter, signed by the organization's executive director Sergei Tsyplenkov, states that the order signed by the prime minister violates the constitutional right of citizens to a favorable environment. In accordance with the law “On the transfer of lands or land plots from one category to another,” the transfer of the territory of a forest park zone to other categories is permitted only if there are no other options for the possible placement of objects of state or municipal importance. Meanwhile, it is known that there are alternative options for laying the route.

In addition, according to ecologists, the territory of the Khimki forest has important recreational and sanitary-hygienic significance for local residents, and in accordance with the law “On Environmental Protection”, economic and other activities that have a negative impact on these territories and interfering with their implementation of environmental, sanitary, hygienic and recreational functions. Finally, in accordance with the Law “On Environmental Protection” (Article 13), when locating objects whose economic and other activities may cause harm to the environment, the decision on their location is made taking into account the opinion of the population or the results of a referendum. But no one held any referendum.

At the end of November, the Movement in Defense of the Khimki Forest addressed Medvedev with an open letter, demanding that Putin be fired for his orders.
