Two topics that seemed fundamental
When Alexei Starobinsky, speaking, urged scientists to remember that they are the salt of the earth (“if the salt loses strength, then what will you do it with saline? It is already worthless, how to throw it to the violating of people.” Matthew 5, 13), my first feeling was: it is naive. Because we cannot influence decision -making. And the boys have those in leading positions - their games. Vaska listens and eats.
No, about salt - it is still important and right. In any case, if she loses strength, nothing will help. At the same time, even one stubborn person, such as Bronislav Gongal, can cleanse the brains for quite a lot - not so much in a word as an act.
And if there were no other stubborn people (the conference organizing committee, the July 1 club, the public control commission, convinced people in trade unions, in OHR and others; I will also note the soft persistence of Vladimir Fortov), then there would probably be neither the moratorium, nor the abolition of some initial absurd regulations of the RAS law. If you relax now, everything will go to dust, and if you double your efforts, the result will be more noticeable.
And this is also important. Now many people understand that existing scientific organizations are not enough. To struggle for science, an organization consisting of the most respected scientists is necessary, and legitimate, i.e. chosen by scientists. This is an analogue of the Academy, but with the elections not from the inside (coopation), but from the outside.
The proposal of Anatoly Vershika is close to this: “The creation of a committee composed of authoritative scientists, independent of all power and similar structures (from Fano, RAS, the Ministry of the Ministry of Health, public councils on science under the President and the Ministry, Duma, Government, etc.) for observing and making recommendations on all issues of the functioning and work of scientific institutions, with wide contacts with the scientific public and international contacts ”[2].
His idea, in fact, was often supported by the head of the Council for Science under the Ministry of Education and Science of the Ministry of Education and Science of Aleksey Khokhlov and the chairman of the RAS employees Viktor Kalinushkin [3].
The proposals of this kind were expressed in different versions. So, according to Alexander Fradkov, “the conference should become a legitimate body representing the interests of scientific groups of institutions. To do this, it must include representatives of scientific organizations elected by secret vote from among leading researchers with recognized scientific results and personal authority in collectives. At the next session of the conference, it is necessary to establish an association of representatives of scientific organizations (APNO) ... ”[4]. Oleg Novik proposed to create the “Council of Scientific Councils of Institutes of the Russian Academy of Sciences” [2] (similar proposals sounded from the rostrum) and hold the elections of members of the Russian Academy of Sciences with this council.
In the end, the resolution included the wording: “The conference appeals to the scientific groups of institutions with a proposal to delegate representatives elected from among the scientific employees of institutions” [5].
It seems to me that there is another way to form a legitimate scientific organization of the highest level. Namely, such a quasi -like scientists could become a corps of experts. In a number of natural sciences, it has already been created [6].
The principle of formation is elections with a formal qualification (for example, a scientific) qualification price for electors, but not for the selected ones. The case is for the "small": to choose a case for the rest of the sciences. The experience of colleagues shows that the solution of this problem in each individual area can be organized by the forces of a small group of volunteers; The site for coordination of groups can be ONR. In my opinion, this approach will ensure the highest scientific level of the organization being created.
But it is necessary that the variety of sentences does not prevent the full embodiment of at least one of them. In principle, the more living cells of scientific and citizenship, the better. But maybe you should choose one direction and focus on it. If it is not possible to create any organization uniting respected scientists, then we could not properly dispose of the "knocked out" by the authorities. And, finally, it is very important that the new organization receives the support of others not directly related to science, civil society cells and was ready to provide them with the same support.
Did you manage to achieve the voice of scientists to be heard by officials? Actually, the question must be posed differently. After all, as mentioned above, Vaska listens and eats. In the dialogue - such as it is happening - not scientists, but officials are interested. The latter are not burdened with any obligations and deliberately use it to release steam from the first. In this dialogue, they are extremely polite, sometimes even sweet. Everything resembles the “Crow and Fox” fable, where the crow, too, at some point decided that it was important for her to be heard. And the cheese is now an initiative. The moratorium will end, and an evil comedy will go.
Our goal is not to be heard, but to protect the dignity of science. Before those who would not mind "throwing her [this salt] over."
