PACE Chairman Rene van der Linden agreed with the comments of the Russian Orthodox Church, and appropriate amendments were made to the text of the resolution. However, having adopted a condemning resolution, the assembly was unable to obtain the necessary number of votes to approve the recommendation to the Committee of Ministers necessary for an international investigation. A number of deputies advocated that the assembly should not pass judgment on the ideology of communism, as was done in its time in relation to fascism.
