Under the rays of the spring sun and spring snowfall, marvelous deeds are always going on. However, this time, not only lovers and regulars of psychiatric medical workers, but also my colleagues, representatives of the scientific community, show increased activity.

No, to write projects, reports, develop estimates, plan purchases, in general, engage in familiar activities, colleagues are covered by some sort of eating. All the time there are some congresses and round tables, public councils, societies and conferences are sitting. Vyblyly preoccupied with how to equip science. Scientific and public figures and officials flutter from a meeting to the meeting, speaking with speeches and answering questions.

Note that recently all kinds of public organizations of scientists and teachers have begun to grow like puzzles after rain. Society of Scientists, a Conference of Scientists, a Commission of Public Control, various kinds of youth groups and independent trade unions. And everyone is gathering, sitting, sitting ...

It is enough to look at the pages of my favorite newspaper to make sure this: a meeting of the Society of Scientists, a Conference of Scientists, there is simply no end to all these meetings. Slicking, in a word.

What are the reasons for such activity? The figures participating in such events are trying to create an image of noble and disinterested radio students for Russian science. Like, the situation in science is critical, idiotic bureaucracy strangles it, the authorities ignore the opinion of scientists, scientific self -government is destroyed, the authorities are defeating the most authoritative scientific organizations, such as the Russian Academy of Sciences. There are many problems and such a situation requires an immediate unification of the forces of scientists, the report of the opinion of the scientific community to the authorities and all that else.

In fact, all this is ridiculous. The state has long defined goals and set the tasks, the question is now in their implementation. And no opinion of the scientific community matters here: whoever has dinner, he dances her, as you know.

There are problems, of course, and a certain devastation is observed. But the reason for the devastation, colleagues, not in the Kremlin, not in Fano and not in Closets, she is in the heads. In our heads, colleagues! Because instead of the important things that the state entrusts to us, we are doing the devil know what.

No wonder in the old days they said that idleness is the mother of all vices. Yes, colleagues, it is idleness that leads to the fact that employees of budgetary institutions begin to take on various kinds of functions unusual for them, create public organizations and engage in social activities. The reason is the trivial underload of employees with work!

And this is a very disturbing signal for our leadership instances. Through my beloved newspaper, I want to draw the attention of the leadership of the Ministry of Education and Science and the Fan that many employees divorced in the institutions, which were subordinate to them, in a completely insufficiently loaded creative work for the benefit of society and the state.

Yes, I am a fundamental opponent of criticism of the activities of leading instances, and I am not going to criticize, I am just trying to draw the attention of the authorities to the fact that while it eludes their attention. The abundance of employees unloaded by work is dangerous not so much not so much even because their activities are consumed in vain by the state budget resources, but because such elements deceively affect others, clogging their heads with critical moods and drawing them into their imitation of useful activities.

It is necessary to urgently take measures and separate the grains from the chaff, having expelled loafers from state institutions. This is the only way we can increase our labor activity and strengthen the world with labor in the conditions of an economic crisis and a hostile imperialist environment.
