In the ordinary consciousness, the military intervention in civilian life is purely negative shade. The terms “junta” and “military dictatorship” are closely related to the idea of the “triumph of reaction” and the conservation of obsolete social and economic relations. In fact, the phenomenon, called the “military revolution” * , often served as the opposite goals - the modernization of the economy and society.
A series of new military revolutions in some countries of the “second echelon” caused a transition from traditional to industrial society. Unlike the early military revolutions of the first quarter of the 19th century with the predominance of younger and medium-sized officers integrated into conspiratorial military-civilian unions and easily blocked with civilian politicians, new ones were associated with the highest military ranks, which gives reason to determine them as military revolutions from above.
In the historical and sociological literature, these precedents are characterized as the illegal deposition of central authority, accompanied by the undermining of the economic, as well as the political leadership of the old (pre-industrial) estates. The latter and distinguishes a military revolution from a military political coup, which is limited only by political changes. Comparable in scale with the social revolution, the military revolution “from above” excludes the mobilization of the masses, as well as the appeal to radical ideology. According to the American sociology. K. Trimberger, for the success of such revolutions, five preliminary conditions are needed:
1. The autonomy of the military corps , i.e., its separation from the dominant social groups of landowners or entrepreneurs. As a rule, the autonomous corps is made up of immigrants from the middle layers of the population, reaching the recognition of their merits not at the expense of relations with the ruling elite, but due to professionalism, which gives the military independence and allows them to act as a superclass.
2. The unity of political views and interests of the military . Such a unidirectional policy of military circles becomes real in case of threat of existing order.
3. The danger of enslavement , due to the penetration of foreign capital into a weak domestic economy and the intervention of foreign states in internal affairs. In this case, national liberation through national construction becomes the leading function of the army.
4. The alignment of forces in international relations : it should be favorable in that in order to exclude foreign intervention for the period of revolutionary transformations.
5. The supporting points of influence on the periphery , which, in addition to the base in the political center, should have In relatively decentralized states, military bureaucracy [1] .
One more condition should be added: the military revolution is inconceivable without a charismatic leader who enjoys the support of the nation .
Why does military administrators have a mission of large -scale changes? The reasons are rooted, on the one hand, in the shortcomings of the political sphere of developing countries - its weak institutionalization and the legitimate vacuum of central government [2] . On the other hand, in the undeniable advantages of the army as an organization built on the basis of rationality, discipline and effectiveness [3] . In addition, according to the fair remark of the American sociologist L. Pay, the armies of developing countries have a inherent spirit of “accelerated technological progress” [4] . The military most sensitively respond to the technological achievements of highly developed industrial powers and their mismatch in world standards. Therefore, the speed of acculturation in the army environment, as a rule, is higher than in any other. On the same basis, L. Pai refutes the widespread opinion about the military as enemies of liberal values, democratic procedures in socio-political life. It is the military who consistently introducing the principles of meritocracy in their organization, who are one of the first to express their willingness to transfer them to the sphere of civilian relations. Military - adherents of dynamic development in their professional field - in comparison with other institutional entities, show great readiness to eliminate anachronisms in civil society [5] .
The post -appropriation of the military behavior associated with their submission to the Charter and Rituals, in this case, works only for the benefit of the case: thanks to it, it is possible to quench the intended plan to link the intended plan of action. In the history of the 20th century, you can find many impressive examples of the military for the benefit of their countries. These are the Indian and Malay Regions, the Philippine Scouts, the Arab Legion, the royal arrows in Africa and many others. However, the most noticeable trace in the history of their peoples in the late XIX - early XX centuries was left by the founders of the restoration of Meiji in Japan, representatives of the so -called democratic Caesarism in Latin America, Kemal Ataturk in Turkey and A. Nasser in Egypt.

It is characteristic that the generation of military revolutionaries came to the place in political life, which the predecessors have already partially prepared for them. For the creators of the Japanese “miracle” of the late 19th century, these were participants in the so -called “loyal” movement of 1853-1868. The “father of all the Turks” has the lectures of the Tanzimat “New Ottomans” and “Mladoturki”, the “democratic Caesars” of Latin America-the generation of “Marshals Ayakucho” (Bolivar, Saint-Martin, Sucra, Carreros, Belgrando) and “Creole intellectuals”-ideological heirs of the great French revolution. In Egypt-the reforms of Muhammad Ali in the first half of the 19th century, and then-at the stage of the latest history-the activities of "free officers" as a coordinated prince. The meaning of the activity of these forerunners of the military revolutions E.K. Trimberger successfully defined as “protective westernization”. Concerned about the survival of their countries in the context of the onslaught of hostile forces from the outside and fascinated by the industrial power of advanced powers, they tried to combine Western technologies and traditional values. Often their concepts were hopelessly utopian, the goals are ambivalent, and the resource of influence is insufficient in order to control political institutions under their control [6] . Nevertheless, many of them managed to anticipate their more successful successors in the setting of pressing tasks.
Military revolutionaries came to the world of big politics when they had already suffered a fiasco group of civilian and military reformers who tried to ensure the survival of their countries in the context of a growing lag from their opponents and competitors. Their calling was the correction of errors and shortcomings of previous political teams in the implementation of modernization. The imprint of two circumstances was superimposed on their activities: hostile challenges from the outside, which forced him to delegate non-violent powers to the “Savior” in uniforms, and the failures of the predecessors working in the “multiplier” mode to legitimation of the newly-minted leader. The latter performed primarily in the halo of the unifying fragmented, covered by eschatological experiences of society. The magical remedy that allowed the nation to achieve the nation, nationalism served in their hands. In principle, such ideological support for modernization was nothing new even compared to the experience of the countries of the first echelon of industrial development. According to the Swiss historian and sociologist W. Altermann, nationalism as an integration ideology “was both an engine and a product of a transition from an absolutist and estate society to a bourgeois industrial society” in most Western European countries. He put the country's past at the service of politics, emphasizing the significance of national victories over national enemies, and included individuals in a single political system [7] . For the leaders of military revolutions in non -Western countries, the nationalist doctrine was often the last refuge in the suspension of universal discord and collapse. On this basis, L. Pai quite rightly gives her the function of protective or “responsible nationalism” [8] . The first victories won with the help of such ideological mobilization of the masses were the beginning of overcoming a complex of national-state inferiority and deploying capital restoration work. The consistent mastery of national symbols gave, in turn, the powerful resource of power to the Charismatic Generals, allowed them to promote the flywheel of structural reforms. At the same time, unlike many civilian revolutionaries, they initially sought not so much to eliminate the institutions and the iconic background of the old regime as to put them in their service. Even the very high rank of these figures in the administrative-bureaucratic hierarchy turned into an additional source of legitimation of their political practice. And the installation on continuity with the old order made it possible to expand the supports of power in society and achieve primary consolidation on the national-patriotic platform.
Perhaps the classic example of the described strategy in the framework of the military revolution was the policy of Mustafa Kemal in Turkey. By the end of the First World War, the general nevertheless nevertheless preferred to act in the shadow of the Mlado -Toward Committee “Unity and Progress”. With the help of its local departments, a network of resistance groups was created in the occupied territory. Having gathered this organizational force in a fist, Kemal achieved the opening of parliament in 1920 - the Great National Assembly. It is noteworthy that 50 percent of places in it were taken by government officials and members of the former parliament [9] . The ideological basis, which softened and leveled the differences in the views of the old and new elite, was the Kemalistic concept of Turkish nationalism. Unlike previous ideological doctrines, this was addressed to the Turks living within the boundaries of their national territory. And the call “Independence or Death”, addressed to fellow citizens, raised the entire physically capable population of Anatolia, including women and children. As a result, in 1922, in the wake of an unprecedented national-patriotic upsurge, the entire territory of Anatolia was freed from the interventionists, and the leader of the resistance received carte blanche to force the reformation course. In 1922, the Sultanate was abolished, and in 1923 a republican rule was established [10] .
So, the soldiers who grew up in politicians against the backdrop of crises resorted to defensive nationalism primarily in the form of psychotherapy of a weakened, frustrated society. Secondly, as a formula for the formation of social forces in the transition period. In the third - as to the most convenient background in the current situation for large -scale transformations. In their reformist promotion, these leaders, as a rule, refrained from frontal crushing strikes on personal and plenipotentiary representatives of the old regime, and chose the tactics of infiltration to the current bodies of the old government. They did not destroy the structural -forming political institutions, but built the “circuit channels”, organizing in this way the free flow of power from old centers to new ones. Equally, the politicians of this quarry were in the establishment of a sole dictatorship with a support on armed force. Neither the founders of the modern Japanese state, nor Ataturk did not go along this path. The latter introduced only three military to his government. And the “democratic Caesars” of Latin America generally preferred the rule of the collegial body individualized authorities-the junta with a mixed military-civilian composition [11] .
In the same manner of progressive movement, social engineering was organized. As in the political field, the military leaders here remained faithful to their manner of step -by -step changes with the lowest costs. Thus, the abolition of restrictions on a particular type of professional activity, the distribution of pensions and small loans to samurai, the creation of workplaces for them was sealed by the Union of Maji restoration leaders with their main support group - samurai of the lower and medium ranks. The destruction of feudal outposts, the lifting of prohibitions on land property transactions, a consistent protectionist course, together with the further privatization of many state -owned enterprises, ensured the new government unconditional support of the entrepreneurial class. Finally, the conversion of feudal rent into bonds of state loans and other securities led to the possibility of a compromise with the feudal aristocracy. In the same way, the preservation of the economic base of the old privileged groups (except the clergy) of the Ottoman population and their representation in the Mejlis under Ataturka helped to avoid a civil war. And powerful support for Grunderism, along with the abolition of benefits for foreign concessionaires and bankers,, as part of the etiotic concept of folk economic development, guaranteed the regime absolute recognition from the emerging national capital.
It seems that the military of Latin America behaved at the stage of transition to industrial society. Actively approaching the middle class and intellectual elite as the most consistent advocates of technological progress, they did not torpedo the positions of the land aristocracy and the Catholic Church. The preservation of Latifundia and the influence of the Church forced to more or less put up with their boiling activities of the old masters of the country. And the sympathies of the new were attracted by the struggle for the revival of the national economy: the exemption from the Put of Foreign Capital, the development of the regions retarded in economic terms, the investment of funds in industrial, transport, and communication.

Despite the fact that Nasserism proved himself a little differently, in principle, a tough system of primates in the socio-economic and political spheres was not characteristic of him. So, for example, after the Arab-Israeli war of 1967, which changed the alignment of forces in the region, the Nasser moved from the policy of pressure on the Arabian monarchies to establish allied relations, changed the status of the Suez Canal. And his successor A. Sadat carried out the intensity of economic property and the privatization of many enterprises that gave the heading to the formation of the class of owners and strengthen the position of the ruling regime in entrepreneurial circles [12] .
So, among other things, most leaders of the “classic” military revolutions owned a happy gift to avoid the severe side effects of their transformations. In every possible way, contributing to the rise of national economies, they concluded a strong alliance with rising social forces. Thanks to the skillful neutralization of the old elites, they managed to prevent counter -revolution. Partisan actions of the civilian population and left -and -radical extremism restrained the struggle for national revival announced by a popular affair.
Of course, the relatively calm coming to the power of military leaders and the peace process of public transformations launched by them is inherent in those countries that were faced with a historical choice-national-state self-preservation or enslavement by great powers. It is with such a setting of a problem that military leaders could rely on mass support of the population and consolidated assistance to their subordinates in the Armed Forces. The situation was more complicated in cases where such shares were planned within the framework of the pluralistic regimes not demoralized by the external threat, with multidirectional and actively acting political entities - public interest groups, political parties and movements, each of which had its own social base in society. The difficulty was not only to achieve advantages over them, but also to prevent the transition to the side of certain political groups of military units - after all, in this situation of political forces, the main bet in the capture of power by the rising military leaders could only be made to the army. Historical experience shows that the use of the army as an instrument for establishing a military regime is possible if barriers are erected between the army and civil society. Say, if in the coup, parts of the colonial armed forces are involved, which have long been far from the center of political life in the metropolis and not affected by alien agitation and propaganda, as it was, for example, in Spain during the Franco Revolution. Or if from the key divisions of the military department in advance and methodically, all any kind of unstable elements are removed in advance, as it was on the eve of the coup of General A. Pinochet in Chile.
Otherwise, the technology of entering the power of military leaders in those systems where a significant part of the population is not inclined to accept them voluntarily.
