“Domestic notes”: Andrei Alexandrovich, eight years as the Minister of Education and Science ... What of what you wanted, what you planned, what you dreamed about, did not work out? How do you evaluate the results of your efforts?
Andrey Fursenko: I evaluate generally satisfactory. At the same time, the final assessment will not be set by me and not today. I believe that the main problem was and remains a misunderstanding between all participants involved in the process of education. Unfortunately, unwillingness, and often the reluctance to listen and hear the opponents could not be completely out of the fullest.
As for the achievements, they can conditionally be divided into three groups: the promotion of new principles of organization of education and science in Russia, the implementation of specific projects that implement these principles, and a significant increase in resource support.
In the first group, I consider the main advance of the idea: the center of the education system, its most important subject is a student. Both teachers with professors, and directors of schools with rector, and even more so officials from education, led by the Minister, are needed and important insofar as they participate in organizing a normal, qualitative educational process.
An important step was the very creation of a single Ministry of Education and Science, which ensures the integration of these two spheres. And, of course, the introduction of an external assessment of all educational and scientific activity.
At the same time, the ministry managed to implement the practical implementation of all new approaches. For example, when the “Education” national project began to be allocated for grants for the best schools, teachers, the purchase of equipment, the principle of distribution of money by the regions was first used in proportion to the number of students, with a double standard for rural schoolchildren. And already based on this experience, the ministry introduced regulatory financing throughout the educational system.
I consider the allocation on the competitive basis a group of leading universities that took responsibility for promoting innovations in higher education - both in educational and scientific terms.
Finally, the legislative framework has changed significantly. It is enough to mention the introduction of the exam, the transition to new educational standards, joining the Bologna process, the expansion of the independence of the State Academies of Sciences. The bill “On Education” has been prepared and already on behalf of the new government, in which not only all innovations are enshrined, but also the basis for the next stage of development was created.
And no less important - all changes were backed up by a significant increase in financing: over eight years, the consolidated education budget has grown almost four times - from 600 billion to 2.4 trillion, and civil science - from 60 billion to 240.
OZ: Tell me, please, for you personally, is education or tool to achieve specific goals?
A.F.: For any person, it is important to be in demand. Everyone seeks to be accepted by society, wants to be necessary and financially wealthy. In addition, it is important for each person to live in peace with himself, to self -realize. Violation of any of the components is fraught with serious social shocks. A large number of failed people are dangerous for society. The value of the education system is that it can positively solve these issues for most people. Otherwise, education cannot be considered effective.
OZ: Now we are faced with the obvious overproduction of specialists who are not in demand and most likely will not be in demand by the economy. What to do with it?
A.F .: The problem is in the break in expectations and opportunities. A person seems to have taught some common things, but at the same time he does not know how to do anything specific and therefore is not in demand.
Russia faced this problem before others, having survived a powerful socio-economic shift in the 1990s. People were confused. There was a contradiction between what they were taught, and what was required in the emerging labor market. Soviet education, as generals in the famous phrase Churchill, prepared for the last war. Faced with this problem before others, we began to look for the decision one of the first, and advanced in understanding further than others.
In order to respond to these calls, the system must focus on external requirements. If we talk about vocational education, then the requests of the employer come to the fore. If we talk about socialization, then it should provide comfortable social relations. How to come to the positive perception of another? We need a strategy for mutual acceptance. It is necessary to teach this this. We will all benefit from this.
In education, technologies should be involved, tools that allow each person it is easier to find their place in life. We need people who can teach this. The development of education is a multi -way and long -term combination. First, you need to figure out what and how to teach, then prepare teachers, then these teachers should train schoolchildren and students, retrain adults.
OZ: How should our education system be adapted to these changes?
A.F.: We are trying to synchronize the changes taking place in science, economics and education. A realization of the need for continuous education has come throughout life. But methodological developments in this area are clearly late.
We still teach children at the school as part of the classroom system, at the university-lecture and seminar. Such a system is effective for people who are motivated primarily to gain knowledge. It is for those who can build their educational trajectory. Such a person should be granted wide opportunities and the right to determine his path.
However, a fairly large number of people consider education exclusively as a service. They want to learn something specific in order to be successful in work, to get a certain social status. And, perhaps, other technologies are effective in these cases. Maybe these are active projects, cases.
The new approaches are inevitable and are due to the fact that once a higher education was given units of hundreds, in the calculation that it is these units that will create the future. Today we move on to the fact that higher education becomes the life standard of the majority. Therefore, it is necessary to prepare not only people who do something new, but also those who can use what is created by others.
It is necessary to understand what people need in life now. Attempts to teach people to create when they should work according to standards, lead to serious problems. Most disasters today are associated with the fact that we have not been able to teach people to work according to the rules. There is no understanding that such work is also a worthy activity in demand and society.
The school should also allow the right to choose. The child needs to offer several options, the choice of which is associated with his personal responsibility. From a young age, a person must learn to understand that there are always consequences, evaluate the results of his decision.
In my opinion, one of the problems of society is that we are raising irresponsible people. After all, when the state’s obligations are declared to give a person a good education, it is assumed that students will seriously study. I talked with people who left to study west, who only there learned what real studies are. Our motivation is largely leveled. Every second can enter a budget place, and all the others, with a minimal desire, on a paid one. The university turns into a "storage chamber" for a significant part of the guys. Therefore, it is necessary to raise the bar, tighten the requirements for applicants to budget places. Of course, the number of students on the budget can be reduced. But money should remain in the education system. If we scored one and a half times fewer state employees, this means that the size of the standard for each student should be one and a half times larger. This will save teachers. And the schoolboy, if he wants to enter the university, must prepare for this, increase his level. Those who are not so much motivated, it is better to master a specific craft.
OZ: In order to synchronize changes in science, economics and education, it is necessary to determine the general principles, priorities and approaches. What are they?
A.F: Today we must determine where we have real competitive advantages. Such an analysis will help to identify development priorities. For example, Russia is located on a unique territory that allows you to organize transport corridors. Having rich natural resources, it is necessary to pay more attention to their processing. Advanced space technologies should be used to monitor bioresary and transport logistics. Our nuclear industry has preserved not only scientific, but also economic potential. I called only those areas where we have the right to expect recoil from investment made. And finally, we have a unique nature, we are the lungs of the world, the main keeper of drinking water and black zoom. We must save and use all this.

The second block of priorities is the directions where we have a large domestic market and guaranteed demand. For example, if Russia suddenly refuses to buy oil and gas, most of what we get will be unnecessary. At the same time, a huge domestic market for construction, food, transportation will be preserved. In this sector, we must create competitive products and ensure the priority of its development. And this requires knowledge, ideas, new technologies. Today, everything happens absolutely wrong - we are dragging a consumer goods from around the world, because our own goods are uncompetitive.
The third block of priorities is a state order (weapons, pharmaceuticals). Of course, weapons can be purchased in other countries. But then then you will have to hire people who will serve this weapons, and then, just in case, and those who will use it.
Any country is trying to preserve itself, its critical technologies, significant production. There are few countries claiming a significant place in the world, there is another way out.
OZ: What happens next, when the priorities are selected and the subjects of action are determined?
A.F.: It is important to agree on the rules for financing education and science. Depending on what kind of priority it is and what kind of scientific work it is, the rules will be different. I would single out several main vectors.
The first vector is the support of scientists and institutions that proved their right to conduct scientific work at their own discretion. This is a clear direction: there are not many great scientists and unique institutions. Their significance is confirmed by scientific indicators, socially significant results, and international recognition of work. These are groups and institutions that need to be supported because they are self -concerned.
The second vector is the financing of projects in accordance with the logic of the development of scientific knowledge, with the prospects of social development. Science and education should be embedded in the trend of global strategic development. There are work to assess these trends. These are Russian and international studies that should be taken into account at two stages of examination. The first stage - taking into account the characteristics of our country, it is necessary to distinguish priority areas of development. The second stage - based on this analysis, determine who will be the best performer.
Finally, the third vector is a solution to specific state problems. Any state has its own needs - defense, the development of drugs, environmental problems.
And all over the world there is a conflict of interest. If grants are a desirable form of support, then a contract or line in the budget for a specific task is preferred for the customer. The state should determine the optimal form of financing in each case.
OZ: How is the discussion of problems and ways to solve them with interested parties? Who are these people?
A.F .: Depending on whether we are talking about education or science, we, as a rule, are dealing with different interested parties. But in both cases, the main interested party is society as a whole.
A paradoxical situation is developing. When discussing specific problems with interested parties, in most cases we find understanding and come to constructive solutions. Turning from the expert to the public level of discussion, we often encounter a rather serious public disagreement.
Unfortunately, this is the expected result. Consensus during any reform, and even more so the reform of education, cannot be in principle. Most are conservative, they accept innovations with cautiously and gets used to them slowly.
If we talk about specific interested parties, then in Russia there is a community of good directors, demanded schools, as well as interesting ones, with non -standard teachers' thinking. Some of them do not want to be public experts, others, on the contrary, are very active in the public sphere. And with those and others there is a constructive dialogue. A classic example of taking into account their opinions is a fundamental change in the course of the exam in mathematics, when all exam tasks were posted on the Internet in advance. Both on this issue, and on issues related to public access to the results of the exam in schools, I had to overcome the resistance of some officials.
On the development of higher education, there is a constant dialogue with the rector community. For eight years of work, I have not missed a single meeting of the Council of the Union of Rectors. And although many of these meetings, especially at the beginning, took place rather violently, the dialogue was not interrupted. For example, the Law on the exam was supported by the rector community, while a significant section appeared in it related to the conduct of subject olympiads.
If we talk about choosing scientific priorities, then experts are the same people of science. It is very important that these are not narrow specialists, since a scientific breakthrough in 10-15 years may not be at all where it was expected.
OZ: Let's get back to the issues of school education, and first of all to the most discussed topic - the exam. Does the introduction of the latter be removed from education?
A.F .: Let's treat the exam as a way of testing knowledge, and nothing more. If we perceive it this way, then we will be able to devote more time to questions of how to teach and what to teach.
As for creativity, it should not be contrasted with routine work, but rather based on it. The study of mathematics, physics, for example, inevitably requires solving a huge number of problems, and the study of history and literature - the study of a large number of sources and knowledge of factology. When you studied the facts, you can begin to analyze and fantasize. Otherwise, you are a profan, not a specialist.
Speaking from the perspective of the expert, I will allow myself to draw your attention to the fact that if desired in today's school, you can expand creativity. For example, make an essay creative graduation, in addition to the exam.
It is not at all necessary to write it in a standard way for four hours in a closed room with a check of passports. Let it be a final thesis, on which a 11-grader can work within a year. At the end of the year, let him protect her not in front of his teachers, but to the respected commission. I understand that a significant part of the guys can download this essay from the Internet. But if a graduate wants to protect his work, then this will already be a sufficient incentive for him to find out the subject, it is better to feel the language. If the student does not protect her, then he does not receive a certificate. This is only one of the possible options.
I am absolutely convinced that the 21st century will be the century of humanitarian technologies. Technocracy is slowly fading into the background. And teachers who teach language and literature, history and social studies could do a lot to make humanitarian knowledge (new approaches) generally accepted and generally perplexed.
OZ: What about standards?
A.F .: The meaning of the standards is to formalize the right to choose a student. The informal right of choice and so exists in full. The fact that 40 percent of high school students go into externs, and there is an indicator of the availability of this choice. You do not want us to harshly, in Armenian, demanded that everyone teach everything.
The approaches are changing, and human psychology, the power of habits do not always keep up with their changes. It is important to carefully prepare for innovations, so according to the standard we are already preparing a child from kindergarten for the fact that he should not be afraid to choose, not be afraid to differ from others, not to walk in construction.
In today's school there are more items than in Soviet times. There are one and a half times more than in other countries: there are no countries in which thirteen, fourteen subjects in high school are studied. Among them are OBZh, general recognition, issues of law, aesthetics, ecology.
