The evolution of the Higher School of the Higher Attestation Commission on Economic Sciences after the rotation of 2018

0. The situation with the expert councils of the Higher Attestation Commission until 2018

Until May 2018, there were two expert councils on economic sciences: in the industry and regional economics, headed by academician B. N. Porfiryev and on economic theory, finance and world economics, headed by N. I. Ivanova. The report “Dissernet” II “On two Expert Councils” [ 1 ] collected numerous evidence that Porfiryevsky ES VAK from 2013 to 2018 worked as a “powerful laundry for laundering of false dissertations”. The support of B. N. Porfiryev in the Expert Council, in particular, were M. I. Lomakin (the head of the “Dissection Factory” under the standard form) and R. M. Nizhny Novgorod, the active defender of the idea that plagiarism is not plagiarism in the dissertation, if it is not related to the provisions issued for protection. At the same time, the ES VAK on economic theory worked more or less professionally.

Dissatisfaction with the quality of the scientific examination conducted by Porfiryevsky ES VAKs gradually began to cover even the Presidium of the Higher Attestation Commission. In particular, a number of members of the Presidium were impressed by the dramatic failure of B. N. Porfiryev’s attempts at the end of 2017 to prevent the closure of the dissertation council D 222.020.01 under the FSUE “Standinform”, known for the excuses of plagiarism. As a result, in one of his speeches at the Presidium in January 2018, the chairman of the Higher Attestation Commission V. M. Filippov said that none of the members of this ES Higher Attestation Commission is suitable for joining the United Expert Council for Economic Sciences.

1. Formation of the new ES of the Higher Attestation Commission in Economic Sciences: History

1.1 "Perfect list"

In 2018, G. V. Trubnikov sented the candidates of leading scientists-economists (Appendix 1), recommended and selected by the best world specialists. The proportion of researchers who have the degree of PHD and HSE employees was noticeable in this list, which ensured the entry of scientists working according to world standards that share the values and principles of modern science into the EC. The activities included in the list of persons as scientific advisers (scientific consultants) and (or) official opponents, as well as their dissertations and the main scientific publications were checked for compliance with academic ethics.

1.2. "List of self -nominated"

The receipt of consent to the entry into the United ECS of the Higher Attestation Commission on Economic Sciences was entrusted to the Ministry of Education and Science of Russia, but in particular, the issue of the possibility of entering the EC Higher School of Scientists with the degree of PhD was not resolved. The ministry itself was in no hurry with decisions, and the initiative to create a “strong list of candidates” as a member of the United ECS of the Higher Attestation Commission for Economic Sciences was not implemented. It is clear that it was the Russian Ministry of Education and Science that was supposed to persuade the leading scientists to sacrifice time for free work in the ES VAK. The ministry did not do this, and public structures ("Dissernet", the Council for Science under the Ministry of Education and Science of Russia, etc.) do not have the relevant authority.

Instead, the Council for Science received lists of candidates in the ES VAK (from questionnaires filed in the order of self -nomination) for analysis. In them, leading scientists were practically absent, and there were a certain number of plagiators and dissodels. The results of the study of data on the EP of the VAK, analyzed in the report of Dissernet “On candidates for ES” [ 2 ], were published in advance to give the Ministry of Education and Science of Russia the opportunity to exclude people who have problems with academic ethics from the ES of the Higher Attestation Commission.

The lists of self -nominated nominations, which went through the preliminary filter of the VAK Presidium, were additionally analyzed by the Council for Science and the Dissernist, and detailed biases were given the most malicious of them (Appendix 2). However, it was problematic to give bias on the quality of the scientific examination of these experts, since almost all candidates would have to be discarded.

1.3. "List of ministry"

Only one large disposer managed to bring out on the basis of the challenges - N. I. Arkhipov, and only thanks to the intervention of the leadership of the Russian State University and its coercion to self -release. As a result, the majority of the candidates who were given the allotments remained on the list and subsequently became part of the United ECS of the Higher Attestation Commission for Economic Sciences (for example, S. M. Drobyshevsky [ 3 ], Idrisov, Bogoviz, Kharlamov). The worst, however, consisted in the fact that there were many persons without publications in authoritative scientific journals in the list of candidates.

2. On cases of non -professionalism of the EC Higher School of Economic Sciences

The beginning of the work of the EC Economic Sciences was marked by the apparent correction of the mistakes of the old ES for the industry and regional economy (Porfiryevsky). The iconic case that allows us to talk about this was the deprivation of the scientific degree of the Doctor of Economics K. B. Dobrova with 250 pages of the so -called continuous plagiarism (in 2014, the ES Higher School of Economics was justified by the industry and regional economy).

2.1. "Daytime" and "night" ES Higher Attestation Commission for Economic Sciences

However, from November - December 2018, ES VAK began to make the same type of mistakes: suddenly reversing the decisions of dissociates that recommended depriving the plagiator of the degree. Modus Operandi of the current ES Higher Attestation Commission allows you to put forward the existence of two ES VAK, “daytime” and “night”. The “daytime” ES Higher School strictly complies with the recommendation of the commission dated 11.12.2018 No. 6-Pa and critically refers to inaccurate data on publications (the so-called pseudo). The “night” Es of the Higher Attestation Commission unexpectedly justifies the falsifiers, especially in the cases of llaknig.

The “night” ES VAK justified the following plagiarism cases.

I. Anoshin Yu. F. [ 4 ] (February 15, 2019, at present, the case has been returned from the ministry through the Presidium of the Higher Attestation Commission to the ES VAK for a review).
II. Fotina O. E. [ 5 ] (October 11, 2018, the degree is preserved).
III. Kovaleva E.A. [ 6 ] (October 11, 2018, the case was returned from the VAK Presidium to the ES VAK, the examination continues).
IV. Vakhilevich N.V. [ 7 ] (November 22, 2018, the case was returned from the VAK Presidium to the ES VAK, after re -consideration in the Expert Council and the Vacation Presidium, an order was issued by the Ministry of Education and Science of Russia to deprive the academic degree).

All of these cases were discovered by the following common features.

A. In all four cases, the dissothes supported the statements of the deprivation of scientific degrees.
B. All cases of excuses in the ES VAK were chaired by the deputy chairman of the EC VAK.
V. In all cases, except for N.V. Vakhilevich, there are llakes in business.
G. According to the conclusions of the ES VAK, the same members of the council acted as speakers / members of the commissions for these cases (we note that in the ES of the Higher Attestation Commission of the order of about forty people).

D. Protection of three out of four dissertations have one or another attitude to the RSU.

D.1. Yu. F. Anoshin: The official opponent is the notorious prof. F.F. Sterlikov [ 9 ], who worked closely with the dissertation council D 212.198.01 at the RSUSU with 98 dubious defense (“Minaevsky” by the name of its chairman Minaev).
D.2. O. E. Fotina: She defended himself in the infamous “Minaevsky” council. The official opponent of the defense of her candidate dissertation was F.F. Sterlikov.
D.3. E.A. Kovaleva: Her supervisor Olga Ivanovna Pilipenko defended her graduate students in other places, but was involved in the dissertation council D 212.198.01 under the Russian State University [ 10 ].

Separately, we note that I.V. Andronov actively spoke of the EC members of the EC in defense of the “pseudoscience” by D. D. Tsyrenov, and S. M. Drobyshevsky, who had already become a member of the VAK Presidium, advocated the preservation of the academic degree Yu. F. F. Anoshina. As a result, the case of Yu. F. Anoshina was already deployed at the level of the ministry, thanks to the letter of A. R. Khokhlov in the name of G. V. Trubnikov, which emphasized that the system of scientific certification in the country will cause irreparable damage, if not to repulse the person who forged his deposits of his publications.

2.2. The full collapse of the examination in the EC Economic Sciences

By the spring - summer of 2019, the ES VAK “Getting Disobrosion” and began to simply stamp the denial of the deprivation of the degree in absolutely obvious matters.

I. Kerefov M.A. [ 11 ]-when considering the application, the recommendation of the commission dated 11.12.2018 No. 6-Pa was not taken into account, in detail the case materials are highlighted here [ 12 ].
II. General Belanovsky [ 13 ]-when considering the application, the recommendation of the commission dated 11.12.2018 No. 6-PL was not taken into account, the scientific degree was maintained on the basis of some not submitted to the dissertation council and the ES of the Higher Attestation Committee of the Research Republics (we note, the work is unexpected).
III. The rector Surat L.I. [ 14 ] was recommended by the dissovement to deprivation of the degree, the Es of the Higher Attestation Commission did not agree with this decision, not giving any arguments in support of his position.
IV. Kononov A.A. [ 15 ] is justified on the basis of arguments about “clicked phrases”.
v. Umbrelova N.A. [ 16 ] is justified on the basis of Ljeknigi, the inaccuracy of the output of which is confirmed by the RAS Commission to counter the falsification of scientific research. The report of the RAS Commission is ignored.
VI. Avdeev P. L. [ 17 ] - the application for the deprivation of the degree was denied due to the lack of a court sentence under Part 1 of Art. 146 of the Criminal Code of the Russian Federation "Plagiat". The supervisor of P. L. Avdeev was a former rector of the YuFU, and now the acting deputy. Minister of Science and Higher Education Marina Borovskaya [ 18 ].

2.3. Resumption of laundering of the reputation of standardinform

The bottom of the fall of the current ES VAK, in our opinion, can be considered an unreasonable justification for the dissertations of the infamous dissertation council D 222.020.01 under the FSUE “Standinform”.

I. Konovalov V.A. (VPK) [ 19 ]-in detail about the circumstances of the case and the refusal to take into account the recommendation of the commission dated 11.12.2018 No. 6-sex. [ 20 ] II. General Shcheblykin [ 21 ]-in detail about the circumstances of the case, the refusal to take into account the recommendation of the commission dated 11.12.2018 No. 6-Pol and the consideration of the application at the meeting of the VAK Presidium in the absence of a quorum [ 22 ]. III. Ershova T. B. [ 23 ]-Es Higher School of Economics refused to verify the text of the dissertation with the research reports, allegedly together with the authors of the source work, despite the fact that the dissertation council also did not carry out this work.

3. Conclusions

3.1. Stamping

The Expert Council cannot cope with a critical assessment of the conclusions of the dissertation councils.

The dissertation council denies cases of continuous multi -page coincidence of texts (the affairs of A. A. Kononov, P. L. Avdeev).
The dissertation council appeals to the documents nonexistent or not submitted to it and (or) materials (research reports in the affairs of V.V. Belanovsky, T. B. Ershova).
The dissertation council based on its conclusion on the documents and (or) materials that are not analyzed (“joint articles” in the affairs of V. N. Shcheblykin, V. A. Konovalov, M. A. Kerefov), and the ES VAK refuses to conduct such an analysis independently.
The dissertation council does not take into account the recommendation of the commission dated 11.12.2018 No. 6-s, despite the possible declaration of the reverse in its conclusion (the affairs of V. N. Shcheblykin, V. A. Konovalov, M. A. Kerefov, V.V. Belanovsky, T. B. Ershova, S. M. Dorofeeva, N. A. Umbar).
The dissertation council founds its decision on the lzeknigs represented by the dissertation (the case of N. A. Umbar).

3.2. Deterioration by the Expert Council of Expertise compared to examination

If Porfiryevsky ES VAK stamped almost all decisions of the dissertation councils, then the “night” ES VAK, based on his own ideas about legitimate and acceptable, reviews the conclusions that the dissertation councils came to, for example, the presence of a pseudo with the “time machines” contained by the basis for preserving scientific degrees (statements about the deprivation of scientists The degrees of Yu. F. Anoshina, O. E. Fotina, E. A. Kovaleva).

The main conclusion that can be drawn on the basis of these data: the quality of the examination of dissertations in the Expert Council for Economic Sciences has become worse than under B. N. Porfiryev, since the “Porfiryev” council, with all its shortcomings, at least did not worsen the examination conducted in dissociators.

In our opinion, one of the reasons for this situation may be the refusal of the Russian Ministry of Education and Science to take into account the proposals of Dissernet on candidates for the ES VAK.
