The DPR dreams of a ruble
Denis Pushilin, the vice speaker of the People’s Council of the self-proclaimed DPR, said that the authorities of the republic began to develop the possibility of introducing a bivalyut system in which, along with the Ukrainian Hryvalia, the Russian ruble will be enforced. This statement followed after the publication of the Decree of the President of Ukraine Petro Poroshenko on the termination in the territories controlled by militants, the activities of all Ukrainian state institutions and enterprises, as well as the evacuation of their personnel.
On the territory of the power operation, the work of banks ceases, the decree said. The National Bank of Ukraine should take measures “for the termination of services by banking accounts, including card, which are opened by the subjects of management of all forms of ownership and the population in certain territories”.
In fact, we are talking about the economic blockade of the self -proclaimed republics from Ukraine. The head of the LPR Igor Plotnitsky called this decision “genocide”, and the DPR authorities saw a violation of the Minsk agreements in it. At the same time, in Donetsk they are looking for a way out of the current situation.
Pushilin quite reasonably assumes that the implementation of the decree of Poroshenko can cause a liquidity crisis in unrecognized republics, and the decision on the parallel walking of the ruble, according to him, should at least mitigate this crisis. Confidence is puzzling with this kind, because it assumes that with the receipt of rubles in an amount sufficient to ensure the monetary turnover of the DPR and the LPR, there will be no problems.
The question is where these same rubles in Donetsk and Lugansk come from. There are several options. For example, the Russian budget will take on the payment of pensions and social benefits, and at the same time salaries to state employees in the self -proclaimed republics, actually equating residents of territories not controlled by Kiev to Russian citizens. Nobody will do this without joining the so -called Novorossia to Russia, it is obvious. Attaching them in the current economic and political situation is to finally embark on the path of international isolation, or even a full -fledged war.
Another option is to start something from the DPR and LPR for rubles. For example, coal. Or industrial enterprises, and at the same time everything else. It looks, of course, tempting, because prices will be, to put it mildly, acceptable. The only problem is that in this way you can finally confirm the reputation of the stolen buyer. And if you can still buy coal or some other products, then everything is very bad with enterprises, since there is no hope of owning them for a long time, there is no.
That's why the Russian authorities were not pleased with Pushilin's initiative. Putin rushed to convince Poroshenko that the financing of the territories in which the war is underway cannot be stopped in any case. At the same time, he referred to Chechen experience. Russian Minister of Economics Alexei Ulyukaev also reacted without delight to the idea of walking in the DPR and the LPR of the Russian national currency.
The national currency is an integral part of state sovereignty, and, introducing the currency of another state into the circulation, the country automatically refuses in favor of the issuer from part of the sovereignty. So the statements of Pushilin very clearly demonstrate that the self -proclaimed republics do not seek any independence. Otherwise, they would begin to prepare for the emission of independent money. Orientation to the Russian ruble is a very unambiguous hint of the willingness to enter the maintenance of Russia. And then one can only hope that this hint is only a hint and will remain.
