Last week, a member of the OP Academician Velikhov, and this Thursday a group of deputies (already in the form of bills) was offered to forbid officials to use the word “dollar” and “euro” during the conversation. As it is written in the bill - "express information about value in foreign currency."
The bills are very short, one consists of two paragraphs. If they pass, then government officials will not be able to continue to call money in foreign currency in public speeches and in an interview with the media under pain of a fine, otherwise they will pay 50 minimum wages, i.e. 5000 rubles, which is actually quite a lot. We do not officially officially take so much for the malicious violations on the roads. And for a public mother in 99% of cases, they do not punish at all. But they will take the dollar for mentioning - do not hesitate.
Dollar, euro, and even the very concept of W.E. Thus become obscene. It’s just that the world problem is raised, apparently a huge mountain fell off my shoulders.
And will we also nominate external debt in rubles? Maybe then to give up rubles, otherwise the speaker Gryzlov claims that the ruble is already stronger both the dollar and the euro. Well, the ruble is a solid currency made of the best varieties of wood, we know without Gryzlov. But, according to the logic of deputies, after the ban on mentioning dollars, our ruble will automatically get stronger even more, just up to 100%.
And how to designate export-import if transactions are made in dollars and euros? What to name the final amount of the project, if it has been carried out for several years, the currency rate has constantly changed in the amount, conditionally, 1 million rubles will enter the “old rubles”, “new”, “cheap”, and “expensive”? However, these are more technical moments. The main thing in this matter is psychology.
This morning I get it from the mailbox, as usual, a bunch of all sorts of trash, including advertising of country houses. I don’t need a house, but I cast a look and saw the prices calculated by hundreds of thousands of rubles. I look, and I can’t understand how much it is! And mentally, automatically transfer to dollars. They do it if not all, then I suspect, the majority. And when they ask at the meeting: what is your salary, how much the repair cost, how much the car took or how much the tour cost to the south - they almost always answer you in dollars or in the euro.
The state officials say so, so, so, say so. The habit has developed in those days when prices were not even written on price tags as unnecessary, since they changed several times a day, when inflation was calculated in dozens of percent not in a year, but in just a few days. And in order to somehow save savings, citizens bought dollars. And gradually they switched to dollars both in everyday life and in official speeches. In the end, it is necessary to say so that the people are more understandable, and he understands more understandable as they said from the beginning of the 90s-W.E., dollars. In addition, the amounts in rubles look bulky. It is one thing 27,450 rubles, and quite another - 1000 dollars. The second option is simpler, isn't it?
And you imagine what would happen if in 1998 an act of such as what deputies are offering now. And how would all sorts of civil servants tell us about default, about loans? That would be a circus! Do not understand a feature where, what and how much, but the speaker carefully uses the word “ruble” everywhere. And where is the guarantee that there will be no new default, that we are not waiting for shocks, exchanges, denomination and hyperinflation? No guarantees!
Therefore, until the ruble becomes a truly convertible currency, a reliable means of calculations and savings, citizens will “think” in the language of the dollar and the euro, constantly mentally translate rubles and only then understand how much the goods or the service or how much offer them for their work.
You cannot strengthen one currency by the ban on mentioning another. When the ruble really becomes stronger than the American and European currency, the Russians themselves, without any special laws, will begin to measure material goods in rubles, because it will become both understandable and convenient.
