Catholics in Russia are a minority oriented towards Western culture. This is how the deputy head of the DECR, Archpriest Vsevolod Chaplin, commented on the archbishop’s initiative, citing Italy, where the Orthodox community is poorly represented in the highest state advisory bodies. One can object to the archpriest: weakly, but still represented, but in Russia it is not represented at all, although there are about a million Catholics living in the country.
