In a recent interview with the Gardian newspaper, Mikhail Kasyanov, in particular, said that, from his point of view, the “fair” price of oil that Russia sells to the West should be in the region of $ 20–25 per barrel. In an interview with the observer of the “Daily Journal”, Mikhail Mikhailovich explained his position on this issue:“At the time when I was the chairman of the government, I said and now I believe that the“ fair ”price of oil is $ 20-25 per barrel (Yurales mixture). This is positively simultaneously for economies in producing countries and consumer countries.
Funds in excess of $ 25 are not earned by people's work. We were lucky, this is a consequence of market conditions. But we should not eat this money, of which we should not finance current expenses - salary, pensions, and maintenance of schools. But it is possible and necessary to finance large infrastructure projects to create conditions for jerking in the economy.
I have repeatedly said, including journalists from Gardian, which, from my point of view, is advisable to invest, for example, in the improvement of motorways connecting Russia with European countries, in order to promote economic relationships and stimulate trade. In addition, we could talk about the construction of new oil and gas pipelines to improve the conditions for the delivery of Russian hydrocarbons to the markets of Europe, Asia and America, and the development of port infrastructure. Among other things, this would contribute to an increase in volume, increase the stability and predictability of oil and gas supply to the world market.
This, in turn, could lead to a decrease in current energy prices-current high prices negatively affect both the development of economies in consumer countries and the Russian economy. For us, these are inflationary effects and the inevitable rise in the cost of energy resources for the main consumers - including the population and agricultural producers, “Dutch illness”, which suppresses growth in non -resource sectors of the economy, and the refusal to conduct vital transformations literally in all areas of the economy and social sector. ”
